SINGAPORE STRENGTHENS PRODUCT SAFETY CONTROLS: WHAT VIETNAMESE EXPORTERS NEED TO KNOW

Singapore is strengthening its product safety controls through two key regulations: the Consumer Protection (Safety Requirements) Regulations (CPSR) and the Consumer Goods (Safety Requirements) Regulations (CGSR). For exporters, these requirements go beyond product compliance. They can also affect delivery schedules, logistics costs, and supply chain reliability. 1. Singapore Strengthens Product Safety Requirements According to information published by Vietnam’s Ministry of Industry and Trade, Singapore applies two main regulatory frameworks for product safety. – CPSR: Covers 33 categories of controlled goods, including electrical and electronic products, household appliances, and gas appliances. Products within scope must meet applicable safety requirements, complete registration, and carry the SAFETY Mark before being supplied or sold in Singapore. – CGSR: Covers general consumer goods such as toys, clothing, furniture, and sports equipment, which must comply with the relevant safety standards. Non-compliant products may be subject to sales restrictions or recalls. Businesses that violate applicable requirements may also face penalties. For exporters, checking compliance requirements before shipment is essential. Addressing documentation or registration issues early can help avoid costly adjustments after cargo has already left the port of origin. 2. Potential Impact on Southeast Asia’s Trade and Logistics Singapore plays an important role in Southeast Asia’s trade and logistics network. Tighter product safety controls may require exporters, importers, and distributors to review their procedures for placing goods on the Singapore market. Several potential risks deserve attention: – Delivery delays: Incomplete documentation or missing certificates may affect cargo acceptance and delivery schedules. – Additional logistics costs: Delays in resolving compliance issues may lead to storage, port handling, or additional transportation costs. – Disrupted distribution plans: Late deliveries can affect inventory planning, distribution schedules, and commitments to business partners. These requirements do not automatically apply across all ASEAN markets. However, they highlight the importance of understanding the specific regulations of each destination country when planning regional trade and distribution. 3. What Should Vietnamese Exporters Prepare? For Vietnamese businesses exporting to Singapore, compliance checks should take place before shipment arrangements are finalized. Exporters should determine whether their products fall under CPSR or CGSR, verify the applicable safety standards and registration requirements, and clarify responsibilities with their Singaporean importers. Documentation preparation should also be factored into the shipping schedule. If an issue is discovered only after cargo arrives at the destination port, businesses may need to manage several challenges simultaneously, including delivery delays, additional costs, and changes to distribution plans. A reliable shipping plan therefore involves more than selecting the right route or sailing schedule. It also requires anticipating potential obstacles before the cargo reaches its destination. 4. Managing Risks Through Early Planning Not every risk in international shipping can be eliminated, but many disruptions can be reduced through early preparation. Reviewing cargo information, documentation, shipping schedules, and destination requirements helps all parties make better-informed decisions. For shipments to Singapore, close coordination among exporters, importers, agents, and logistics providers helps maintain visibility over shipment readiness, address changes, and adjust plans when necessary. At Vantage Logistics, international transportation planning takes into account the practical requirements of each shipment and the coordination needed among relevant parties. This approach helps businesses manage potential disruptions and maintain better control over delivery schedules. As market requirements evolve, careful preparation does more than protect an individual shipment. It also helps businesses maintain reliable supply chains and build lasting partnerships across international markets.

A GUIDE TO SHIPPING CONTAINER TYPES: DIMENSIONS, CAPACITY AND TECHNICAL SPECIFICATIONS

Choosing the right shipping container depends on the cargo’s dimensions, characteristics, weight and handling requirements. Understanding container specifications helps businesses determine the most suitable equipment and plan cargo loading more effectively. This guide provides a quick reference to 12 container types, covering their dimensions, internal volume and key weight specifications. Key Considerations When Selecting a Shipping Container Check the internal dimensions: Use the container’s internal dimensions to calculate the available loading space. Compare the cargo’s length, width and height against the usable internal dimensions, allowing for the clearance needed for loading and unloading Understand payload and gross weight limits: Payload refers to the maximum cargo weight a container is designed to carry, while maximum gross weight includes both the container’s tare weight and the cargo. For inland transportation, also check the applicable vehicle weight limits and road regulations along the planned route Inspect the container before loading: Check the container’s exterior, floor and doors for damage or signs of water ingress. For refrigerated containers, verify that the refrigeration unit is operating properly and that the required temperature can be maintained for the cargo Note: Specifications may vary by container model and manufacturer. Always check the equipment plate on the assigned container before loading.   Contact Vantage Logistics for tailored transport solutions and competitive quotations. VANTAGE LOGISTICS – INTEGRATED CROSS-BORDER TRANSPORT SOLUTIONS IN THE MEKONG REGION

Connecting supply chains across Viet Nam, Cambodia, Laos, and Thailand through synchronized maritime-road corridors and cross-border transit customs. In manufacturing and international trade, moving raw materials, components, and finished goods across Mekong countries requires a balance between delivery speed and logistics costs. Compared to sea freight, cross-border trucking reduces transit times significantly. However, the most critical operational challenges involve transit customs procedures and differing axle-load regulations across jurisdictions. A minor documentation discrepancy at the border or an axle-load calculation error can cause border congestion and incur substantial truck demurrage fees. Vantage Logistics delivers integrated Cross-Border Logistics solutions, combining multimodal connectivity, strict regulatory compliance, and localized operational management: 1. Flexible Transport Configurations Tailored to project budgets, delivery schedules, and vehicle circulation regulations across each market, Vantage Logistics deploys adaptable transport options: Border Transshipment (Back-to-Back Trucking): Coordinating cargo transfers or prime mover swaps at key border checkpoints (such as Moc Bai / Bavet and Lao Bao / Dansavanh) to optimize operating costs when vehicles are restricted from operating deep into the destination country Direct Cross-Border Trucking: Providing vehicles with valid international road transport permits and logbooks, ensuring seamless door-to-door delivery from dispatch facility to consignee warehouse Cross-Border Axle-Load Compliance: Calculating and distributing cargo weight in strict accordance with national regulations across Viet Nam, Cambodia, and Laos, preventing fines or forced offloading at border weigh stations Bonded Trucking: Managing cargo transit under customs supervision with intact customs seals from seaports to export border checkpoints or designated bonded facilities 24/7 GPS Tracking: Delivering real-time vehicle positioning to monitor route progress, milestone checkpoints, and actual on-site delivery 2. Transit Customs Clearance & GMS Framework Expertise Synchronizing documentation workflows to maintain uninterrupted cross-border cargo flow: Multilateral Transport Frameworks (GMS & Bilateral Agreements): Assisting clients in completing applications for cross-border transport permits and logbooks under the Greater Mekong Subregion (GMS) Cross-Border Transport Agreement and bilateral road transport pacts between Viet Nam, Cambodia, and Laos Pre-Arrival Document Synchronization: Closely coordinating between documentation teams in Viet Nam and our Phnom Penh branch office / localized partner networks to cross-check transit declarations and commercial invoices before vehicles arrive at the border, minimizing wait times at border checkpoints Transit Customs Clearance via Viet Nam: Managing customs transit declarations for international shipments moving through Viet Nam’s major seaports (Cat Lai, Cai Mep, Hai Phong, Da Nang) to Cambodia, Laos, and vice versa Quarantine & Tariff Consultation: Representing cargo owners in specialized inspections (phytosanitary and veterinary quarantine) at international border gates; advising on HS code classification and verifying the validity of Certificate of Origin (C/O Form D) under the ATIGA framework to ensure applicable tariff preferences Proof of Delivery (POD) Management: Collecting, reviewing, and delivering official POD documents endorsed by customs authorities at both borders for tax finalization, while providing advisory support on local road tolls and regional fiscal requirements 3. Multimodal Transport Connectivity Beyond road transport, Vantage Logistics bridges cross-border corridors with international ocean freight loops to expand regional reach: Regional Export Gateway Support: Facilitating overland cargo movement from Cambodia and Laos to Viet Nam’s major seaport hubs, connecting regional exports with mainline ocean carriers bound for global destinations Project Cargo & Heavy Machinery Coordination: Mobilizing specialized equipment in coordination with our in-house Project Logistics technical team for oversized/overweight machinery, industrial plant equipment, and temporary import/re-export shipments 4. Commercial Value for Businesses Transit Time Optimization: Reducing transit time on key corridors – such as Viet Nam to Cambodia within 1–2 days (compared to 5–8 days by sea) – securing continuous raw material flow for manufacturing lines Cost Efficiency: Delivering substantial cost savings compared to air freight while meeting rapid delivery requirements across diverse cargo categories Direct Localized Presence: Backed by 5 branch offices in Viet Nam (Ho Chi Minh City, Ha Noi, Hai Phong, Da Nang, Qui Nhon) and an established branch office in Phnom Penh, Cambodia, Vantage Logistics ensures rapid problem resolution and on-site support without reliance on third-party intermediaries Looking for an optimal transport solution between Viet Nam, Cambodia, Laos, and Thailand? PARTIAL RESUMPTION OF ASIA–EUROPE SUEZ TRANSITS AND STRATEGIC RECOMMENDATIONS FOR SHIPPERS

After more than two years of disruptions across the Red Sea, major ocean carriers have begun selectively routing Asia–Europe services back through the Suez Canal. While this transition significantly shortens transit times, persistent security variables and schedule volatility require shippers to re-evaluate their routing and risk management strategies. Market Overview & Key Developments  Recent maritime intelligence from industry benchmarks (including Lloyd’s List Intelligence and Drewry) indicates early signs of recovery along the Asia–Europe corridor via the Suez Canal following more than two years of disruption: Partial Traffic Recovery: Vessel transits through the Suez Canal have reached their highest levels since early 2024, marking an estimated 14% increase over recent weeks Major Lines Phasing Back to Suez: In addition to CMA CGM and Gemini Cooperation partners (Maersk, Hapag-Lloyd), MSC has resumed Suez transits across core service loops (including Jade, Albatros, Himalaya, and Tiger), moving away from the Cape detour Transit Time Savings: Navigating via Suez reduces East–West sailing schedules by approximately 10 to 14 days compared to the African route Ongoing Security Considerations: The Red Sea and Gulf of Aden remain designated high-risk areas. Carriers continue to retain operational discretion to divert vessels back via the Cape of Good Hope should security conditions deteriorate Image: lloydslist Comparative Route Impact Assessment Factor Suez Cape of Good Hope Transit Time Reduced to 22–30 days (10–14 days faster) Extended to 35–45 days Schedule Reliability Subject to volatility if vessels are diverted mid-voyage Longer lead times, but stable with minimal unexpected rerouting Cost Structure Eliminates Cape surcharges, but incurs War Risk Insurance premiums Higher bunker (fuel) surcharges and Cape detour surcharges Destination Port Operations Risk of local port congestion/vessel bunching due to simultaneous vessel arrivals Cargo intake remains evenly spaced and predictable Strategic Recommendations for Shippers  To mitigate supply chain volatility and optimize inventory planning, we advise cargo owners to adopt the following measures: Verify Specific Routing Pre-Booking: Confirm the operational routing of each sailing (Suez vs. Cape of Good Hope) and port rotation details, including whether the cargo is direct or transshipped via hubs like Singapore or Tanjung Pelepas Segment Cargo by Lead-Time Urgency: Prioritize Suez-routed services for time-critical, high-value, or contract-sensitive shipments, while utilizing Cape-routed loops for standard buffer inventory to maintain predictable scheduling Review Contractual Terms and Marine Cargo Coverage: Examine carrier deviation clauses regarding liability and costs in the event of mid-voyage diversions. Ensure cargo insurance policies incorporate comprehensive War Risk Clauses (Institute War Clauses) covering designated high-risk corridors Build Contingency Buffers: Incorporate a 5-to-7 day operational buffer for cargo release at European destination ports to account for potential vessel bunching and yard congestion   Contact Vantage Logistics for tailored transport solutions and competitive quotations. TYPHOON SAUDEL APPROACHES EAST CHINA: NINGBO PORT SUSPENDS OPERATIONS – WHAT SHIPPERS NEED TO KNOW

Updated: August 27, 2026 Typhoon Saudel is advancing into the East China Sea and is forecasted to directly impact the coastal regions of Zhejiang and Fujian between the night of August 27 and August 28, 2026. In response to severe weather conditions and unfavorable tidal swells, major port clusters in East China have activated typhoon defense protocols and suspended select terminal operations. Shipments routed through Ningbo, Shanghai, and neighboring areas require close monitoring regarding vessel schedules, cargo handling, and inland transportation. Image: Oceanroute Vantage Logistics brings you the latest updates on port conditions and supply chain impacts in the region: Major Port Status Updates Ningbo-Zhoushan Port: Operations Suspended Terminal Operations: Handling of empty containers was suspended on the afternoon of Aug 26. As of that evening, gate-in and gate-out operations at major terminals, including Beilun, Daxie, and Meishan, have been halted for safety reasons. Marine Operations: Approximately 800 commercial vessels have been relocated to safe anchorages. Inland waterway connections to the region are also temporarily suspended. Full resumption of port operations will depend on weather developments and directives from local port authorities. Shanghai Port: Closely Monitored Based on current updates, terminals at Yangshan and Waigaoqiao remain operational. However, berthing schedules are subject to change should weather conditions deteriorate or incoming vessels be delayed from affected areas. Shippers are advised to rely on real-time notices from terminals and carriers rather than initial sailing schedules. Feeder & Barge Networks: Transshipment hubs in Wenzhou and Taizhou have adjusted their schedules. The road and barge networks connecting factories to origin ports face localized disruptions. Typhoon Saudel approaches key ports and shipping routes in East China Direct Impacts on the China – Viet Nam Trade Lane Imports and exports routed through Ningbo and Shanghai to Vietnamese ports (Hai Phong, Cat Lai, Cai Mep) may experience the following disruptions: Schedule Volatility: Changes to ETD (Estimated Time of Departure) and ETA (Estimated Time of Arrival) are highly likely due to terminal closures, vessel berthing delays, or carrier schedule adjustments. Rolled Cargo Risks: Amidst delayed schedules or blank sailings, shipments may be rolled over to subsequent voyages. Inland Transportation Delays: Localized congestion is expected on road networks connecting factories/warehouses to the departure ports. Post-Storm Congestion: There is a high risk of berth congestion and extended waiting times immediately after the ports reopen. Note: The extent of the impact will vary based on cargo location, container status, and specific notices from carriers. Therefore, all shipments transiting this region must be reviewed promptly. Actionable Recommendations for Shippers Verify CY Cut-off / Closing Times: Reconfirm the latest container drop-off deadlines, along with SI/VGM cut-offs, with your carriers before dispatching containers to the port. Mitigate D&D Risks: Proactively coordinate with trucking companies and carriers to minimize Demurrage & Detention (D&D) charges caused by terminal gate closures. Build in Buffer Time: Incorporate contingency time into your production and distribution plans in Vietnam to prevent supply chain bottlenecks. Monitor Post-Storm Congestion: Keep a close eye on customs clearance and cargo release progress for 3–5 days after port operations normalize. TYPHOON DISRUPTIONS TRIGGER SEVERE CONGESTION ACROSS NORTH ASIAN PORTS, SPARKING GLOBAL CONTAINER SHORTAGES

The global container shipping industry and supply chains are facing severe turbulence as port congestion across North Asia surges to historic highs, resulting in widespread equipment deficits and tightening global vessel capacity. As of late August 2026, the situation continues to deteriorate following the landfall of Typhoon Saudel –the latest in a destructive series including Super Typhoons Dolphin, Bavi, and Noul – further crippling backlog clearance efforts. North Asia Epicenter Crippled: Port Congestion Surpasses Pandemic Peaks   Recent market data from Linerlytica and Portcast indicates that global port congestion has surpassed peak pandemic levels: Global Scale: Inactive capacity trapped at anchorages has exceeded 31 million TEUs (surpassing the historical peak of 4.0 million TEUs during COVID-19), effectively immobilizing 12.6% of the global container fleet. North Asian Bottleneck: North Asia accounts for over 50% of worldwide congestion (approx. 2.2 – 2.4 million TEUs). Major Chinese gateways are under severe pressure: Ningbo-Zhoushan: Fully locked down under a Level-I emergency response (August 26–27), with 77 mega-container vessels queuing for berthing. Shanghai (Yangshan & Waigaoqiao): Suspended empty container gate-in starting August 27. Anchorage waiting times at Yangshan have escalated to 7–11 days, with 139 vessels waiting offshore. Service Reliability: Schedule reliability has slumped to 60%–65%, with average vessel arrival delays stretching to 5.0–5.5 days. Ninhbo-Zhousan Port (Source: Ninhbo-Zhousan) Shanghai Port This prolonged disruption has tied up substantial equipment capacity, triggering an acute shortage of empty containers across neighboring manufacturing and export hubs – including Viet Nam – while keeping logistics costs heavily elevated. Cascading Impact: Equipment Deficits Threaten Vietnamese Export Gateways With hundreds of vessels stranded across North Asian hubs, effective ocean carrier capacity has dropped substantially. This has driven acute empty equipment shortages across key Southeast Asian export gateways – particularly at Cat Lai Port – and exerted upward pressure on Transpacific freight rates. To mitigate equipment risks and avoid supply chain disruption, businesses should proactively execute targeted operational and strategic measures: Tactical Responses and Long-Term Strategies for Shippers & Logistics Operators Short-Term Tactical Solutions: Advance Bookings: Secure vessel space at least 3 to 4 weeks prior to the Cargo Ready Date (CRD). Ensure an official Container Release Note (CRN) is confirmed before dispatching trucking assets to empty depots. Equipment Mode Optimization: Flexibly substitute scarce 40ft/40HC containers with two 20ft units or consolidate cargo into LCL (Less-than-Container Load) shipments to optimize space availability. In-Zone Triangulation (SOC Utilization): Coordinate directly with inbound raw material importers within the same industrial cluster to secure, lease, or purchase empty boxes directly post-destuffing, eliminating empty repositioning turnaround times. Extended Free Time Negotiations: Negotiate higher Combined Demurrage & Detention (DEM/DET) allowances with ocean carriers to provide buffer time for early pickup or extended yard staging. Strategic Supply Chain & Multi-Modal Coordination ICD & Dry Port Optimization: Relocate empty repositioning workflows from primary gateways to inland container depots (e.g., ICD Long Binh, ICD Song Than, ICD Nhon Trach) to alleviate bottlenecks at main terminals like Cat Lai and Cai Mep – Thi Vai. Predictive Tech Integration (AI & IoT): Leverage real-time predictive tracking to monitor vessel arrivals and optimize import-export container ratios, minimizing empty deadhead truck trips and maintaining continuous equipment flow. Gateway Diversion: Reroute direct-load cargo to deep-water gateways with healthier equipment circulation, such as Cai Mep (for US/EU direct strings), capturing incoming empty flows directly from mother vessels. Market updates

From Oct 15, 2026: Businesses Can Access Vietnam’s National Single Window Portal via VNeID

Starting October 15, 2026, businesses and customs declarants can use their VNeID electronic identity accounts to register and access the National Single Window Portal. This is stipulated in Decree 336/2026/ND-CP (issued on August 22, 2026), regarding the implementation of administrative procedures for exported, imported, and transited goods, as well as exiting, entering, and transiting means of transport under the National Single Window and ASEAN Single Window mechanisms. VNeID Used for System Registration and Access Decree 336/2026/ND-CP adds VNeID as a method to register and access the National Single Window Portal. The use of digital signatures will still be implemented according to legal regulations for required administrative procedures to ensure the legality of import-export (XNK) documents. Account Registration Processed Within 1 Working Day Account registrations on the system will be checked and cross-verified by the management unit within 01 working day from the time of receipt. If the information is complete and accurate, the declarant will receive an approval notification via email. In case of invalidity, the system will request amendments or reject the registration with clear reasons provided. Enhancing Procedure Processing on Electronic Platforms The Decree stipulates that procedures for goods and means of transport (exiting, entering, and transiting) will be increasingly executed, exchanged, and processed electronically through the National Single Window Portal. As a result, businesses will have a better foundation to proactively track documents, coordinate procedures, and plan transportation at border gates. What Should Businesses Prepare Before Oct 15, 2026? To remain proactive before the Decree takes effect, businesses should review: National Single Window Portal accounts and registrant information; Access rights and authorization for personnel handling import-export procedures; VNeID accounts and current digital signatures in use; Email, contact information, and electronic document management processes Procedure Digitalization Becomes an Integral Part of the Logistics Chain The addition of VNeID as a registration and access method for the National Single Window Portal marks the next step in the digitalization of import-export procedures in Vietnam. For businesses, the efficiency of the digital process depends not only on the management agency’s system but also on their ability to prepare accurate data, maintain complete documents, and coordinate information promptly among supply chain stakeholders. Given that import-export procedures are increasingly processed electronically, selecting a logistics partner capable of seamless coordination – from documentation and declaration to transportation and delivery – will help businesses gain better control over each shipment. HANDLING IMPORTED GOODS BEARING THE ® SYMBOL: LATEST CUSTOMS GUIDELINES

The Customs Department recently issued Official Dispatch No. 20601/CHQ-GSQL on August 19, 2026, providing guidelines on handling imported goods that feature the ® (Registered) symbol on the product or packaging, even when the trademark is not yet protected in Viet Nam. Notably, goods in this scenario will not automatically be classified as counterfeit. The ® Symbol Does Not Automatically Mean Counterfeit Goods According to the Customs guidance, the presence of the ® symbol on a product or its packaging, when the trademark is not protected in Viet Nam, is not by itself sufficient to determine that the goods are counterfeit. However, importers must ensure that information regarding the trademark’s protection status in Viet Nam is accurately addressed in accordance with applicable labeling requirements. Recommended Actions for Businesses For imported goods bearing the ® symbol where the trademark is not legally protected in Viet Nam, customs declarants must: Submit a written commitment to the Customs authority regarding the application of supplementary labels (sub-labels). Provide accurate and truthful information on the supplementary label regarding the actual protection status of the trademark in Viet Nam. Strictly comply with all labeling requirements for imported goods. Customs authorities will review the written commitment and proceed with customs clearance, provided the shipment has no other regulatory violations. Key Takeaways for Businesses Before shipping goods to Viet Nam, businesses should proactively: Verify the trademark’s protection status within Viet Nam Review the original labels and the ® symbol on the products and packaging Prepare appropriate and compliant content for supplementary labels in advance Gather all necessary documentation regarding product origins and specifications Crucially, businesses should never wait until the cargo arrives at the port to address labeling issues. Pre-shipment checks help identify compliance requirements early on, significantly minimizing potential hurdles, delays, and unexpected costs during the customs clearance process. For branded import shipments, always proactively verify labeling and documentation requirements prior to transit. C/O ISSUANCE DECENTRALIZED IN HCMC: OVER 70% OF APPLICATIONS REJECTED IN THE FIRST FEW DAYS – AUTHORITIES STEP IN TO ADDRESS BOTTLENECKS

Since August 1, 2026, responsibility for issuing certain Certificates of Origin (C/O) has been decentralized to the Ho Chi Minh City Department of Industry and Trade (DOIT). In the first three days, the Department received approximately 1,500 applications, with more than 70% reportedly rejected. As businesses and industry associations raised concerns over processing delays and application requirements, authorities have taken steps to strengthen resources and address bottlenecks during the transition. 1. Current Situation and Causes of Bottlenecks The high volume of rejected or pending C/O applications has put pressure on export shipments, potentially resulting in additional storage costs and delays in deliveries to international partners. The main causes identified include: High application volume: In just the first three days, the HCMC DOIT received approximately 1,500 applications. As current regulations do not restrict application submissions by geographic boundaries, a massive influx of applications from Mekong Delta provinces (Kien Giang, Can Tho, Tay Ninh, etc.) flooded into HCMC, pushing the actual workload far beyond initial estimates System transition phase: Shifting the receiving authority requires time to synchronize data, workflows, and processing personnel Strict document review processes: The new receiving authority may be applying more rigorous verification procedures to ensure absolute legal compliance Errors from businesses: Many enterprises have not yet familiarized themselves with the DOIT’s standardized requirements, forms, or submission procedures, leading to missing information or data discrepancies in their documents 2. Urgent Recommendations to Resolve Bottlenecks In response to the backlogs, exporters and industry associations have promptly voiced their concerns and submitted the following recommendations: Reinforce personnel and support channels: Request authorities to assign more specialized officers for application processing and establish hotlines/direct consulting channels for immediate troubleshooting Flexibility during the transition period: Propose a tolerance mechanism for minor administrative errors (that do not alter the actual origin of the goods) to ensure shipments meet export schedules Issue clear instructional guidelines: Suggest the DOIT promptly compile a list of the most common errors made by businesses and issue detailed guidelines to help other enterprises avoid similar mistakes 3. Authorities Step Up Processing and Review Bottlenecks To address the emerging challenges, the HCMC DOIT has mobilized all officials trained in C/O operations and reinforced personnel across the receiving, inspecting, and processing stages. The Department also stated it will continue to increase manpower, expedite processing times, and guide businesses in completing their applications in compliance with regulations. On August 17, 2026, the Agency of Foreign Trade (Ministry of Industry and Trade) held a meeting to resolve the difficulties and bottlenecks arising during the reception, processing, and issuance of C/Os. This indicates that the decentralization mechanism is being actively reviewed and fine-tuned by regulatory bodies at both the central and local levels. 4. Guide for Businesses: Getting C/O Applications Right the First Time As authorities work to optimize the process, businesses should proactively familiarize themselves with the procedures to prevent their applications from being returned. Below are key considerations to ensure a smooth and swift approval process: 4.1 Ensure strict document verification and cross-checking Ensure absolute consistency of information (product name, HS code, quantity, weight, value) across the customs declaration, commercial invoice, bill of lading, and C/O application. Carefully verify the Origin Criteria applicable to each product under the respective Free Trade Agreement (FTA). 4.2 Stay updated on current regulations and forms Regularly check for the latest notices and guidelines on the official portals of the HCMC DOIT and the Ministry of Industry and Trade regarding C/O procedures. Use the correct, up-to-date forms. Ensure all mandatory fields are filled out clearly and completely. 4.3 Proactively prepare proof of origin documents For shipments involving complex raw materials, businesses should proactively prepare a detailed bill of materials, domestic VAT invoices, or other documents proving the origin, ready to be provided immediately upon request by inspecting officials. 4.4 Closely monitor processing status on the system After submitting applications via the electronic system (eCoSys), in-charge personnel must continuously monitor the application status. If the status updates to “Request for amendment/supplementation”, read the official’s notes carefully to make precise corrections, avoiding multiple resubmissions that delay export progress.
