SINGAPORE STRENGTHENS PRODUCT SAFETY CONTROLS: WHAT VIETNAMESE EXPORTERS NEED TO KNOW

Singapore is strengthening its product safety controls through two key regulations: the Consumer Protection (Safety Requirements) Regulations (CPSR) and the Consumer Goods (Safety Requirements) Regulations (CGSR). For exporters, these requirements go beyond product compliance. They can also affect delivery schedules, logistics costs, and supply chain reliability. 1. Singapore Strengthens Product Safety Requirements According to information published by Vietnam’s Ministry of Industry and Trade, Singapore applies two main regulatory frameworks for product safety. – CPSR: Covers 33 categories of controlled goods, including electrical and electronic products, household appliances, and gas appliances. Products within scope must meet applicable safety requirements, complete registration, and carry the SAFETY Mark before being supplied or sold in Singapore. – CGSR: Covers general consumer goods such as toys, clothing, furniture, and sports equipment, which must comply with the relevant safety standards. Non-compliant products may be subject to sales restrictions or recalls. Businesses that violate applicable requirements may also face penalties. For exporters, checking compliance requirements before shipment is essential. Addressing documentation or registration issues early can help avoid costly adjustments after cargo has already left the port of origin. 2. Potential Impact on Southeast Asia’s Trade and Logistics Singapore plays an important role in Southeast Asia’s trade and logistics network. Tighter product safety controls may require exporters, importers, and distributors to review their procedures for placing goods on the Singapore market. Several potential risks deserve attention: – Delivery delays: Incomplete documentation or missing certificates may affect cargo acceptance and delivery schedules. – Additional logistics costs: Delays in resolving compliance issues may lead to storage, port handling, or additional transportation costs. – Disrupted distribution plans: Late deliveries can affect inventory planning, distribution schedules, and commitments to business partners. These requirements do not automatically apply across all ASEAN markets. However, they highlight the importance of understanding the specific regulations of each destination country when planning regional trade and distribution. 3. What Should Vietnamese Exporters Prepare? For Vietnamese businesses exporting to Singapore, compliance checks should take place before shipment arrangements are finalized. Exporters should determine whether their products fall under CPSR or CGSR, verify the applicable safety standards and registration requirements, and clarify responsibilities with their Singaporean importers. Documentation preparation should also be factored into the shipping schedule. If an issue is discovered only after cargo arrives at the destination port, businesses may need to manage several challenges simultaneously, including delivery delays, additional costs, and changes to distribution plans. A reliable shipping plan therefore involves more than selecting the right route or sailing schedule. It also requires anticipating potential obstacles before the cargo reaches its destination. 4. Managing Risks Through Early Planning Not every risk in international shipping can be eliminated, but many disruptions can be reduced through early preparation. Reviewing cargo information, documentation, shipping schedules, and destination requirements helps all parties make better-informed decisions. For shipments to Singapore, close coordination among exporters, importers, agents, and logistics providers helps maintain visibility over shipment readiness, address changes, and adjust plans when necessary. At Vantage Logistics, international transportation planning takes into account the practical requirements of each shipment and the coordination needed among relevant parties. This approach helps businesses manage potential disruptions and maintain better control over delivery schedules. As market requirements evolve, careful preparation does more than protect an individual shipment. It also helps businesses maintain reliable supply chains and build lasting partnerships across international markets.

A GUIDE TO SHIPPING CONTAINER TYPES: DIMENSIONS, CAPACITY AND TECHNICAL SPECIFICATIONS

Choosing the right shipping container depends on the cargo’s dimensions, characteristics, weight and handling requirements. Understanding container specifications helps businesses determine the most suitable equipment and plan cargo loading more effectively. This guide provides a quick reference to 12 container types, covering their dimensions, internal volume and key weight specifications. Key Considerations When Selecting a Shipping Container Check the internal dimensions: Use the container’s internal dimensions to calculate the available loading space. Compare the cargo’s length, width and height against the usable internal dimensions, allowing for the clearance needed for loading and unloading Understand payload and gross weight limits: Payload refers to the maximum cargo weight a container is designed to carry, while maximum gross weight includes both the container’s tare weight and the cargo. For inland transportation, also check the applicable vehicle weight limits and road regulations along the planned route Inspect the container before loading: Check the container’s exterior, floor and doors for damage or signs of water ingress. For refrigerated containers, verify that the refrigeration unit is operating properly and that the required temperature can be maintained for the cargo Note: Specifications may vary by container model and manufacturer. Always check the equipment plate on the assigned container before loading.   Contact Vantage Logistics for tailored transport solutions and competitive quotations. VANTAGE LOGISTICS – INTEGRATED CROSS-BORDER TRANSPORT SOLUTIONS IN THE MEKONG REGION

Connecting supply chains across Viet Nam, Cambodia, Laos, and Thailand through synchronized maritime-road corridors and cross-border transit customs. In manufacturing and international trade, moving raw materials, components, and finished goods across Mekong countries requires a balance between delivery speed and logistics costs. Compared to sea freight, cross-border trucking reduces transit times significantly. However, the most critical operational challenges involve transit customs procedures and differing axle-load regulations across jurisdictions. A minor documentation discrepancy at the border or an axle-load calculation error can cause border congestion and incur substantial truck demurrage fees. Vantage Logistics delivers integrated Cross-Border Logistics solutions, combining multimodal connectivity, strict regulatory compliance, and localized operational management: 1. Flexible Transport Configurations Tailored to project budgets, delivery schedules, and vehicle circulation regulations across each market, Vantage Logistics deploys adaptable transport options: Border Transshipment (Back-to-Back Trucking): Coordinating cargo transfers or prime mover swaps at key border checkpoints (such as Moc Bai / Bavet and Lao Bao / Dansavanh) to optimize operating costs when vehicles are restricted from operating deep into the destination country Direct Cross-Border Trucking: Providing vehicles with valid international road transport permits and logbooks, ensuring seamless door-to-door delivery from dispatch facility to consignee warehouse Cross-Border Axle-Load Compliance: Calculating and distributing cargo weight in strict accordance with national regulations across Viet Nam, Cambodia, and Laos, preventing fines or forced offloading at border weigh stations Bonded Trucking: Managing cargo transit under customs supervision with intact customs seals from seaports to export border checkpoints or designated bonded facilities 24/7 GPS Tracking: Delivering real-time vehicle positioning to monitor route progress, milestone checkpoints, and actual on-site delivery 2. Transit Customs Clearance & GMS Framework Expertise Synchronizing documentation workflows to maintain uninterrupted cross-border cargo flow: Multilateral Transport Frameworks (GMS & Bilateral Agreements): Assisting clients in completing applications for cross-border transport permits and logbooks under the Greater Mekong Subregion (GMS) Cross-Border Transport Agreement and bilateral road transport pacts between Viet Nam, Cambodia, and Laos Pre-Arrival Document Synchronization: Closely coordinating between documentation teams in Viet Nam and our Phnom Penh branch office / localized partner networks to cross-check transit declarations and commercial invoices before vehicles arrive at the border, minimizing wait times at border checkpoints Transit Customs Clearance via Viet Nam: Managing customs transit declarations for international shipments moving through Viet Nam’s major seaports (Cat Lai, Cai Mep, Hai Phong, Da Nang) to Cambodia, Laos, and vice versa Quarantine & Tariff Consultation: Representing cargo owners in specialized inspections (phytosanitary and veterinary quarantine) at international border gates; advising on HS code classification and verifying the validity of Certificate of Origin (C/O Form D) under the ATIGA framework to ensure applicable tariff preferences Proof of Delivery (POD) Management: Collecting, reviewing, and delivering official POD documents endorsed by customs authorities at both borders for tax finalization, while providing advisory support on local road tolls and regional fiscal requirements 3. Multimodal Transport Connectivity Beyond road transport, Vantage Logistics bridges cross-border corridors with international ocean freight loops to expand regional reach: Regional Export Gateway Support: Facilitating overland cargo movement from Cambodia and Laos to Viet Nam’s major seaport hubs, connecting regional exports with mainline ocean carriers bound for global destinations Project Cargo & Heavy Machinery Coordination: Mobilizing specialized equipment in coordination with our in-house Project Logistics technical team for oversized/overweight machinery, industrial plant equipment, and temporary import/re-export shipments 4. Commercial Value for Businesses Transit Time Optimization: Reducing transit time on key corridors – such as Viet Nam to Cambodia within 1–2 days (compared to 5–8 days by sea) – securing continuous raw material flow for manufacturing lines Cost Efficiency: Delivering substantial cost savings compared to air freight while meeting rapid delivery requirements across diverse cargo categories Direct Localized Presence: Backed by 5 branch offices in Viet Nam (Ho Chi Minh City, Ha Noi, Hai Phong, Da Nang, Qui Nhon) and an established branch office in Phnom Penh, Cambodia, Vantage Logistics ensures rapid problem resolution and on-site support without reliance on third-party intermediaries Looking for an optimal transport solution between Viet Nam, Cambodia, Laos, and Thailand? IMPORTING & EXPORTING FOODSTUFFS TO THE US & E-COMMERCE LOGISTICS (3PL / FULFILLMENT)

A comprehensive systematization of FDA/CBP legal compliance procedures, international shipping, post-clearance monitoring, and optimization of e-commerce distribution operations (Amazon FBA, Walmart, TikTok Shop…). In the export of foodstuffs from Viet Nam to the US, the most significant barrier is not tariffs, but the extremely strict inter-agency coordination between the US Food and Drug Administration (FDA) and US Customs and Border Protection (CBP). A minor error in documentation or labeling can cause containers to be detained at the port, incurring thousands of dollars in demurrage/detention costs, or even leading to the destruction of the entire shipment. This document compiles a complete practical roadmap from legal preparation, international shipping, and customs clearance/post-clearance audits to 3PL warehousing and e-commerce fulfillment operations, helping businesses/clients proactively mitigate risks and optimize costs. PHASE 1: Legal & Labeling Preparation (Pre-Shipping & FDA Compliance) This phase determines 90% of the shipment’s success. Without careful preparation at this step, goods risk being detained or destroyed right at the port of entry. Identify the correct regulatory agency (FDA vs. USDA): The FDA regulates over 80% of conventional foods, beverages, seafood, and dry goods. The USDA regulates meat, poultry, egg products, and fresh produce (which require a strict Import Permit). Food Facility Registration (FDA): This is mandatory for all facilities manufacturing, processing, packing, or holding food in Vietnam. A valid Unique Facility Identifier (UFI, typically a DUNS number) is required, along with mandatory biennial renewal in even-numbered years. Always verify the active status of the registration number before shipping. Appoint an FSVP Agent (Foreign Supplier Verification Program): CBP requires each shipment to have an FSVP Importer in the US who assumes legal responsibility to verify that the Vietnamese manufacturer meets equivalent US food safety standards. If the buyer does not act as the importer, the business must hire a third-party FSVP service. FDA Labeling & Ingredients Standardization: 90% of initial detentions are due to labeling errors. The Nutrition Facts panel must comply with the new FDA format; major food allergens (FALCPA – Allergens: Peanuts, Tree Nuts, Milk, Soy, Wheat…) must be bolded. The language must be 100% English. Banned artificial colors (e.g., Red No. 3) and unsubstantiated health claims on the packaging are strictly prohibited. FCE-SID Declaration (Specifically for canned foods): For low-acid or acidified canned foods (such as fish sauce, canned goods, and canned fruits), the factory must complete FCE (Food Canning Establishment) registration and file a scheduled process SID (Submission Identifier) PHASE 2: Working with Forwarders, Booking & International Shipping Foodstuffs are uniquely characterized by their shelf-life and sensitivity to temperature and humidity. Documentation processes must be 100% accurate and align perfectly with FDA data. ISF Declaration (Importer Security Filing – 10+2): Must be submitted to US CBP no later than 24 hours before the vessel departs the Port of Loading (POL). Late filing or inaccurate ISF information will result in a direct CBP fine of $5,000 per shipment. Documentation Synchronization: The manufacturer’s name and address on the Bill of Lading (B/L) and Commercial Invoice must perfectly match the factory’s FDA registration records down to every period and comma. Prior Notice (PN) Submission: PN is mandatory; shipments without a PN will be blocked at the port. The Customs Broker submits the PN via CBP’s ACE system 3 to 5 days before vessel arrival to obtain a ‘Prior Notice Satisfied’ confirmation number, which is then printed on the documentation. Minimum Prior Notice Submission Deadlines by Transportation Method Transportation Method Minimum Prior Notice Deadline Sea Freight (Vessel) At least 8 hours before vessel arrival Air Freight (Air) At least 4 hours before flight arrival Road Freight (Truck) At least 2 hours before arriving at the border   Temperature, Humidity & Container Condition Control: Dry cargo (coffee, confectioneries, dried fruits): Shipped in Dry containers but strictly requires Kraft paper lining and specialized hanging desiccants to prevent ‘container sweat’ (condensation). Frozen/chilled cargo: Use Reefer containers with accurate temperature and ventilation settings configured directly from the warehouse in Viet Nam. Fumigation & ISPM-15 Regulations: Wooden dunnage and pallets must be ISPM-15 stamped. Raw agricultural products (rice, cashews) require a Phytosanitary Certificate and food-safe fumigation. PHASE 3: Post-Clearance Monitoring & FDA Hold Procedures Goods released by CBP do not mean they are 100% cleared. Foodstuffs are subject to parallel monitoring by the FDA. Differentiating clearance statuses: CBP Released: Customs approves clearance regarding tariffs and security. FDA May Proceed: The FDA’s PREDICT risk management system decides against physical examination. Only when BOTH decisions are issued can the goods be officially distributed. Handling FDA Hold / Detained status (Sampling): Transfer to a designated warehouse: Move the cargo to an FDA-approved warehouse near the port to wait. STRICTLY DO NOT open the container or sell the goods during this period (violations incur heavy penalties). Sampling: The FDA directly samples the product or requests a designated Third-party Lab to test for microbiology, antibiotics, and pesticide residues. Result processing: If PASSED -> FDA issues a ‘May Proceed’ notice. If FAILED -> The importer receives a ‘Notice of FDA Action’, giving the business 10-20 days to respond/remedy (e.g., relabeling), otherwise the goods must be re-exported or destroyed under CBP supervision PHASE 4: 3PL Warehousing & E-Commerce Fulfillment Operations Amazon FBA has very strict rules regarding expiration dates and meltable inventory. Pushing 100% of your goods directly into Amazon is a high-risk and costly approach. 3PL as a Transit Hub’ & FEFO Strategy: Amazon Policy: Food products entering FBA must have a remaining shelf life of at least 90 days plus consumption days. Products with less than 50 days are automatically disposed of. 3PL Solution: Import containers to a 3PL warehouse for pallet storage (50-70% cheaper than marketplace storage fees). The 3PL facility manages inventory via Lot Tracking and FEFO (First Expired, First Out), applying FNSKU labels with ‘EXP: MM-DD-YYYY’ for rolling restocks into FBA. Meltable Inventory Regulations: From April 15 to October 15 annually, Amazon does not accept meltable inventory (chocolate, gummies…). Businesses utilize temperature-controlled 3PL warehouses to independently fulfill FBM (Fulfilled by Merchant) orders. Last-Mile Packaging: Glass bottled products (fish sauce, chili sauce) must be wrapped in thick bubble wrap, cushioned with packing peanuts, and labeled ‘Fragile/Liquid’ to meet USPS/UPS/FedEx shipping standards and prevent breakage/leakage. SUMMARY OF PRACTICAL RECOMMENDATIONS FOR CLIENTS Category Core Points to Remember Business Actions FDA Legalities FDA Facility, FSVP & Prior Notice Ensure FDA registration is active, have an FSVP agent in the US, and submit Prior Notice 3-5 days before vessel arrival. Packaging & Labels Nutrition Facts & Allergen Warnings Hire US experts for a Label Review. Declare Allergens correctly, and prohibit baseless health claims. ISF Filing Accurate & On-time within 24h File ISF 24 hours prior to POL. Factory name/address on B/L and Invoice must match the FDA system 100%. Transportation Temp, Humidity & ISPM-15 Use kraft paper/desiccants for dry goods; Reefer containers for chilled goods. Wood pallets must have the ISPM-15 mark, and agricultural products need Phytosanitary certificates. FDA Post-Clearance May Proceed & FDA Hold Status Only sell goods when both CBP Released & FDA May Proceed are issued. If put on Hold, move to a designated warehouse and keep the seal intact pending tests. Shelf-life management FBA 90-day Rule & FEFO Print expiry dates in US format (MM-DD-YYYY). Keep 80% of goods at 3PL, use WMS for Lot/Expiry management, and do rolling restocks to Amazon. Meltable Goods Banned from FBA from Apr 15 – Oct 15 Switch to an FBM model using temperature-controlled 3PL warehouses during the period Amazon restricts meltable items. Conclusion & Food Logistics Solutions From Vantage Logistics Exporting foodstuffs to the US is not just about competing on product quality; it is also a critical challenge involving legal compliance capacity (FDA/CBP) and control over a time-sensitive supply chain. The flexible use of transit hubs (3PL) will help businesses effectively manage shelf life (FEFO), avoiding situations where goods are stranded at the port or unfortunately destroyed at FBA warehouses. Understanding the specific characteristics and strict barriers of the food industry, Vantage Logistics offers Global Sales Logistics – a comprehensive solution designed to support customers from international transport to last-mile delivery. Our strength lies in our ability to manage multi-channel logistics operations, simplifying the flow of B2B and B2C and optimizing costs for businesses through our specialized services. JAPAN: NEW QUARANTINE CONTROLS ON SELECT PLANT PRODUCTS FROM JULY 29, 2026

Starting July 29, 2026, Japan is implementing emergency import control measures for certain plant products belonging to 9 genera and 19 species to prevent the spread of the nematode Meloidogyne enterolobii. Exporters must prepare thoroughly to avoid the risks of cargo rejection or destruction. 1. Japan Adds Nematode to Plant Quarantine Target List According to updates from the SPS Vietnam Office and Customs authorities, the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) issued Emergency Notification No. 08/Shounan/2598 on July 28, 2026, enforcing import controls on specific plant-derived products across 9 genera and 19 species. This step stems from Japan’s decision to list the nematode Meloidogyne enterolobii as a regulated plant quarantine pest. This species is capable of parasitizing a wide range of crops and is strictly monitored by Japan to limit the risk of biological pest invasions. The new measures apply to shipments exported to Japan starting July 29, 2026. 2. Key Requirements for Phytosanitary Certificates For products within the controlled scope, the Phytosanitary Certificate must explicitly demonstrate compliance with requirements concerning Meloidogyne enterolobii. Specifically, mandatory criteria include: Crops must be produced in an area or production facility where the presence of Meloidogyne enterolobii has never been recorded; if previously detected, the pest must be completely eradicated and treated Crops must undergo inspection at the production site during the growing season Growing media and underground plant parts must be inspected using appropriate nematode testing methods and confirmed free from Meloidogyne enterolobii All compliance details must be clearly endorsed on the Phytosanitary Certificate to facilitate customs clearance in Japan Crucial Timeline & Enforcement Milestones: According to the Japan Plant Protection Station, for shipments under emergency measures, certificates lacking the required endorsements may be subject to supplementary inspections For certificates issued from August 28, 2026 onwards, non-compliant shipments risk facing strict destruction or return 3. Action Items for Businesses To ensure cargo security, businesses planning exports to the Japanese market should proactively execute the following steps: Verify Product Scope: Contact local plant quarantine authorities to obtain the exact list of the 9 genera and 19 species to determine whether goods fall under the controlled scope Review Production Conditions: Thoroughly inspect conditions at cultivation zones or production facilities prior to harvesting. Secure Proper Documentation: Prepare Phytosanitary Certificates that fully meet the updated endorsement criteria Coordinate Closely: Engage early with plant quarantine authorities for guidance on testing procedures and standard certification Optimize Logistics: Factor the new quarantine requirements carefully into operational planning 4. Strategic Considerations for Export Planning This new regulation does not apply to all agricultural exports to Japan, focusing instead on plant products identified as carrying risks associated with Meloidogyne enterolobii. Consequently, companies must accurately cross-check their product classifications before implementation. For shipments falling under the regulated scope, verifying quarantine requirements early during the goods and documentation preparation phases enables businesses to maintain better control over lead times, shipping schedules, and incidental costs. This also mitigates potential risks of prolonged handling times, customs rejections, or cargo destruction at the port of entry. Vantage Logistics continuously monitors regulatory, customs, and quarantine shifts across international markets to support clients and partners in maintaining proactive control over every shipment. VIETNAM – US TRADE REACHES $97.7 BILLION IN FIRST HALF OF 2026

In the first six months of 2026, bilateral trade between Viet Nam and the United States reached $97.7 billion, recording growth in both exports and imports. The US continues to serve as Vietnam’s largest export market and its primary source of trade surplus. Overview of Viet Nam – US Trade in H1 2026 During the first half of 2026, the US remained a critical trading partner for Vietnam, with total bilateral trade reaching $97.7 billion. Of the total, Viet Nam’s exports to the US: $86.4 billion Imports from the US: $11.2 billion Trade surplus: Approximately $75.3 billion Compared to H1 2025, both export and import volumes posted double-digit growth. Notably, import from the US grew at a faster pace (26.7%) than exports (21.9%), reflecting strong domestic demand for imported industrial inputs, raw materials, and capital equipment. Vietnam’s $75.3 billion trade surplus with the US is more than triple its surplus with the European Union ($21.9 billion) and significantly surpasses that with Japan ($1.2 billion). However, this substantial surplus also highlights the exposure of Vietnam’s export-oriented economy to shifts in US consumer demand and trade policy adjustments. Viet Nam – US cumulative trade value (Source: Vietnam Customs) Export Performance Vietnam’s export structure to the US remains heavily concentrated in manufacturing sector, particularly electronics products and machinery and equipment. Computers, electronic products, and components led as the largest export category at $27.9 billion, surging 51% year-on-year. Machinery, equipment, tools, and spare parts ranked second at $13.8 billion, up 5%. Together, these two categories generated approximately $41.7 billion, accounting for nearly 48% of Vietnam’s total export to the US in the first half of the year. Beyond the top two sectors, eight additional commodity groups recorded export values exceeding $1 billion: Traditional consumer goods maintained high volumes, though growth rates diverged across categories: Textiles and garments: $8.6 billion (+1.9%) Mobile phones and parts: $5.6 billion (+4.8%) Footwear: $4.6 billion (+6.7%) Wood and wooden products: $4.2 billion (-6.5%) Toys and sports equipment: $2.1 billion (-5.4%) Supporting industrial sectors posted robust double-digit expansion: Vehicles and auto parts: $2.05 billion (+21.6%) Plastic products: $1.98 billion (+11.5%) Handbags, suitcases, footwear accessories, and umbrellas: $1.1 billion (+17.9%). Top 10 export commodity groups from Viet Nam to the US (Source: General Department of Viet Nam Customs) Besides high-volume categories, several product categories valued below US$1 billion registered significant year-on-year growth: Chemicals: Reached $89.8 million, rising 164%. Wires and cables: $982 million (+36%) Cameras, camcorders, and optical components: $902 million (+18.6%) Iron and steel products: $870 million (+21.1%) High-Growth Export Items (Source: General Department of Viet Nam Customs) In the agro-forestry-fisheries segment, several key commodities maintained trade volumes in the hundreds of millions of dollars: Seafood: Led the group at $890 million (-0.7%). Cashew nuts: $514 million (+8.2%) Coffee: $324 million (-2.7%) Fruits and vegetables: $292 million (+11.7%) Pepper: $260 million (+18.2%) Tea: $5.4 million (+25.7%) Rice: $15 million (-20%) Export Performance of agricultural and seafood products to the US (Source: General Department of Viet Nam Customs) Import Performance Viet Nam primarily imports capital goods, high-tech intermediate inputs, and industrial raw materials from the US. Computers, electronic products, and components topped imports at $3.1 billion (+22.1%), accounting for 28% of Vietnam’s total import turnover from the US. Machinery, equipment, tools, and spare parts reached $842 million (+52.7%). In the raw materials segment: Raw cotton: $887 million (+13.8%) Plastics in primary forms: $610 million (+9.4%) Animal feed and feed ingredients: $431 million (+9.2%) Wood and timber products: $412 million (+59.7%) Soybeans: $347 million (+53.3%) Chemicals: $336 million (+37.5%) Chemical products: $228 million (+10.6%) Structure of Main Import Commodity Groups from the US (Source: General Department of Vietnam Customs) Several smaller-scale import categories registered notable surges compared to H1 2025: Precious stones, metals, and jewelry: $155 million (substantial surge) Ores and other minerals: $30.8 million (+185%) Base metal products: $49 million (+170%) CBU (Completely Built-Up) Motor Vehicles: $16.4 million (+127%) High-Growth Import Items from the US (Source: General Department of Viet Nam Customs) Viet Nam also continued to import high-value agricultural produce and agri-food products from the US: Fruits and vegetables: Led this group at $403 million (+36%) Wheat: $79.7 million (-24%) Dairy products: $72 million (+29%) Seafood: $58.8 million (+44%) Imports of Agricultural and Food Products from the US (Source: General Department of Viet Nam Customs) Key Takeaways Bilateral trade trends between Viet Nam and the US in the first half of 2026 highlight three main structural takeaways: Technology serves as the core growth engine: Electronics and capital machinery have solidified their position as the primary drivers of two-way trade expansion, underscoring Vietnam’s integration into global high-tech supply chains Complementary trade structure: Import growth outstripping export growth reflects domestic manufacturing’s reliance on US origin components, core technology, and certified raw materials to sustain export production Upside potential tempered by policy headwinds: While the substantial trade surplus bolsters foreign exchange reserves, it heightens exposure to trade remedy investigations, rules of origin scrutiny, and ESG compliance mandates in the second half of the year Outlook for H2 2026 In H2 2026, Vietnamese export momentum to the US is expected to remain firm, driven by seasonal peak-period orders for consumer electronics and machinery. However, trade remedy risks, strict supply chain traceability requirements, and elevated maritime freight rates will continue to pose operational challenges for Vietnamese exporters.   Contact Vantage Logistics for tailored transport solutions and competitive quotations. Market updates

FROM AUGUST 14, 2026: 12 IMPORTED PRODUCT CATEGORIES MUST COMPLETE CUSTOMS PROCEDURES AT THE PORT OF ENTRY, WITH 11 PERMITTED EXCEPTIONS

Effective August 14, 2026, Decision No. 31/2026/QĐ-TTg officially takes effect, replacing Decision No. 23/2019/QĐ-TTg on the list of imported goods required to complete customs procedures at the port of entry. Under the new regulation, certain categories of imported goods must continue to be declared at the port of entry. At the same time, the Decision clarifies 11 circumstances in which businesses may instead complete customs procedures at customs offices outside the port of entry. Understanding these exceptions can help importers plan their logistics operations more effectively while minimizing unnecessary delays and additional costs. 12 Imported Product Categories Must Complete Customs Procedures At The Port Of Entry The regulation does not apply to all imported goods. Instead, it applies only to the following 12 product categories: Tobacco and tobacco products Alcoholic beverages (spirits and wine) Beer Passenger vehicles with fewer than 16 seats Aircraft and yachts Petroleum products Air conditioners with a cooling capacity of 90,000 BTU or below Playing cards Joss paper Explosive precursors and industrial explosive materials Goods included in the Government’s national defense and security control list Goods imported from countries or territories subject to disease outbreak warnings issued by the Ministry of Agriculture and Environment As a general rule, these goods must complete customs procedures at the port of entry, unless they qualify for one of the legally permitted exceptions. Note: If a mixed shipment containing both listed and non-listed goods is covered by a single Bill of Lading, customs clearance for the entire shipment must be completed at the port of entry. 11 Circumstances Where Customs Procedures May Be Completed Outside the Port of Entry Article 3, Clause 3 of the Decision allows customs declarants to choose either the port of entry or another designated customs office if their shipments fall into one of the following circumstances. Machinery, equipment, and materials imported for factory or construction projects: Customs procedures may be completed at the customs office responsible for the factory, construction site, or project warehouse Goods imported for processing, manufacturing, or export processing enterprises: This includes imports used for: processing activities, domestic manufacturing, export production, export processing enterprises (EPEs). Customs procedures may be carried out at the customs office managing the manufacturing facility or other eligible customs offices as prescribed Goods destined for non-tariff zones or bonded warehouses: Customs clearance may be completed at the customs office responsible for the relevant non-tariff zone or bonded warehouse Goods imported for duty-free shops: Procedures may be completed at the customs office supervising the duty-free store Emergency relief goods: Applicable to goods imported for disaster relief, disease control, or other emergency humanitarian purposes in accordance with the Customs Law Goods imported for national defense and security purposes: Customs procedures may be completed at the customs office requested by the customs declarant Imported petroleum products: Procedures may be completed at the customs office where the importer operates a petroleum storage facility that satisfies customs supervision requirements LCL shipments transported to a Container Freight Station (CFS): For less-than-container-load (LCL) cargo, customs procedures may be completed at the customs office managing the designated Container Freight Station (CFS) Postal and express courier shipments: Customs procedures may be completed at specialized customs clearance locations designated under Government regulations Shipments cleared at My Dinh ICD and Long Bien ICD: These continue to follow the separate regulations issued by the Prime Minister Other cases as decided by the Prime Minister: The Decision also provides flexibility for additional special circumstances that may arise in practice Key Changes Businesses Should Note In addition to replacing Decision No. 23/2019/QĐ-TTg, the new Decision introduces several important updates: Updates the list of regulated goods in line with Vietnam’s current legal framework and the latest Vietnam Export and Import Nomenclature. Clarifies how the port of entry is determined for different modes of transport, including sea, air, road, rail, and shipments destined for Phuoc Long Inland Container Depot (ICD). Introduces a transitional provision, allowing customs declarations registered before August 14, 2026 to continue being processed under the previous regulations without re-registration. What Should Importers and Logistics Companies Do? Although the regulation applies only to 12 categories of imported goods, businesses should review upcoming import shipments to determine whether they fall within its scope. More importantly, importers should assess at the planning stage whether a shipment qualifies for one of the 11 permitted exceptions that allow customs procedures to be completed outside the port of entry. Selecting the appropriate customs clearance location can help businesses: Better coordinate transportation and delivery schedules Reduce storage time and congestion at ports of entry Improve customs clearance efficiency for project cargo, manufacturing imports, and LCL shipments Vantage Logistics Supports Your Customs Compliance Selecting the appropriate customs clearance location is a critical factor in maintaining efficient cargo movement and avoiding unnecessary delays.
