VANTAGE LOGISTICS – INTEGRATED CROSS-BORDER TRANSPORT SOLUTIONS IN THE MEKONG REGION

Connecting supply chains across Viet Nam, Cambodia, Laos, and Thailand through synchronized maritime-road corridors and cross-border transit customs. In manufacturing and international trade, moving raw materials, components, and finished goods across Mekong countries requires a balance between delivery speed and logistics costs. Compared to sea freight, cross-border trucking reduces transit times significantly. However, the most critical operational challenges involve transit customs procedures and differing axle-load regulations across jurisdictions. A minor documentation discrepancy at the border or an axle-load calculation error can cause border congestion and incur substantial truck demurrage fees. Vantage Logistics delivers integrated Cross-Border Logistics solutions, combining multimodal connectivity, strict regulatory compliance, and localized operational management: 1. Flexible Transport Configurations Tailored to project budgets, delivery schedules, and vehicle circulation regulations across each market, Vantage Logistics deploys adaptable transport options: Border Transshipment (Back-to-Back Trucking): Coordinating cargo transfers or prime mover swaps at key border checkpoints (such as Moc Bai / Bavet and Lao Bao / Dansavanh) to optimize operating costs when vehicles are restricted from operating deep into the destination country Direct Cross-Border Trucking: Providing vehicles with valid international road transport permits and logbooks, ensuring seamless door-to-door delivery from dispatch facility to consignee warehouse Cross-Border Axle-Load Compliance: Calculating and distributing cargo weight in strict accordance with national regulations across Viet Nam, Cambodia, and Laos, preventing fines or forced offloading at border weigh stations Bonded Trucking: Managing cargo transit under customs supervision with intact customs seals from seaports to export border checkpoints or designated bonded facilities 24/7 GPS Tracking: Delivering real-time vehicle positioning to monitor route progress, milestone checkpoints, and actual on-site delivery 2. Transit Customs Clearance & GMS Framework Expertise Synchronizing documentation workflows to maintain uninterrupted cross-border cargo flow: Multilateral Transport Frameworks (GMS & Bilateral Agreements): Assisting clients in completing applications for cross-border transport permits and logbooks under the Greater Mekong Subregion (GMS) Cross-Border Transport Agreement and bilateral road transport pacts between Viet Nam, Cambodia, and Laos Pre-Arrival Document Synchronization: Closely coordinating between documentation teams in Viet Nam and our Phnom Penh branch office / localized partner networks to cross-check transit declarations and commercial invoices before vehicles arrive at the border, minimizing wait times at border checkpoints Transit Customs Clearance via Viet Nam: Managing customs transit declarations for international shipments moving through Viet Nam’s major seaports (Cat Lai, Cai Mep, Hai Phong, Da Nang) to Cambodia, Laos, and vice versa Quarantine & Tariff Consultation: Representing cargo owners in specialized inspections (phytosanitary and veterinary quarantine) at international border gates; advising on HS code classification and verifying the validity of Certificate of Origin (C/O Form D) under the ATIGA framework to ensure applicable tariff preferences Proof of Delivery (POD) Management: Collecting, reviewing, and delivering official POD documents endorsed by customs authorities at both borders for tax finalization, while providing advisory support on local road tolls and regional fiscal requirements 3. Multimodal Transport Connectivity Beyond road transport, Vantage Logistics bridges cross-border corridors with international ocean freight loops to expand regional reach: Regional Export Gateway Support: Facilitating overland cargo movement from Cambodia and Laos to Viet Nam’s major seaport hubs, connecting regional exports with mainline ocean carriers bound for global destinations Project Cargo & Heavy Machinery Coordination: Mobilizing specialized equipment in coordination with our in-house Project Logistics technical team for oversized/overweight machinery, industrial plant equipment, and temporary import/re-export shipments 4. Commercial Value for Businesses Transit Time Optimization: Reducing transit time on key corridors – such as Viet Nam to Cambodia within 1–2 days (compared to 5–8 days by sea) – securing continuous raw material flow for manufacturing lines Cost Efficiency: Delivering substantial cost savings compared to air freight while meeting rapid delivery requirements across diverse cargo categories Direct Localized Presence: Backed by 5 branch offices in Viet Nam (Ho Chi Minh City, Ha Noi, Hai Phong, Da Nang, Qui Nhon) and an established branch office in Phnom Penh, Cambodia, Vantage Logistics ensures rapid problem resolution and on-site support without reliance on third-party intermediaries Looking for an optimal transport solution between Viet Nam, Cambodia, Laos, and Thailand? [HOT] Tan Cang Cat Lai Port Temporarily Suspends Receipt Some Of Specific Imported – Exported Goods To Solve Backlog

Saigon Newport Corporation, on the afternoon of July 31, informed that it would temporarily stop receiving import and export goods at Tan Cang Cat Lai Port in Thu Duc City of Ho Chi Minh City. Overall situation After a period of lockdown, the volume of containers discharged at Cat Lai port yard still increased. Meanwhile, the volume of cleared containers gate-out from port continuously decreased compared to before lockdown, leading to an increase in the number of containers in Cat Lai. The reason is that many factories and enterprises in the area have to reduce or even stop producing, so they don’t need to pick up import materials from the port. The high inventory leads to the risk that the port has to temporarily stop receiving vessels. In 3 weeks of Ho Chi Minh City’s implementation of the lockdown regulations, the number of vehicles entering and leaving Cat Lai port for delivery decreased by more than 3% in the first week, more than 10% in the 2nd week and more than 15.5% in the 3rd week. Currently, the increase in the amount of imported goods has not shown any signs of stopping because many factories have had to reduce production or stop working for 14-21 days due to blockade or failure to ensure the “3 activities – 1 place” conditions, “2 points – 1 route”. Tan Cang Cat Lai Port temporarily suspends receipt of goods Stating that in the past three weeks, the number of containers congested at the port had reached 100 percent of its capacity, while the direct handling force has been reduced by half, putting the port at risk of disrupting operations. This fact forces Cat Lai Port to temporarily stop receiving imported goods for enterprises and customers who are suspending production and encouraging vessels loading export goods only. Items that occupy extra yard capacity, such as oversized or over-weighted cargoes, are also subject to a temporary suspension of receipt as of August 5. In-transit RF goods that need trans-load operations will also be temporarily stop until end of August 16, 2021. According to calculations by Saigon Newport, the cargo handling plan of Tan Cang Cat Lai port will continue to be maintained until August 15, 2021 (reaching the highest level of 97.5% of inventory). However, with the complicated situation of the covid pandemic, Ho Chi Minh City and neighboring provinces are imposing harder control method, factories and enterprises continue to have to reduce or stop production, import and export goods through Tan Cang Cat Lai port and other ports in the area will be seriously affected, shipping lines will have to adjust the schedule of vessels entering these ports of the region. Conclusion In addition to temporarily suspends receipt of goods as mentioned above, Saigon Newport has provided some suggestions for import-export businesses and shipping lines to adjust their plan in this period: –          Shipping lines and freight forwarders proactively persuade customers to adjust the destination port – the place to receive goods directly – to Tan Cang – Cai Mep International Terminal (TCIT), Tan Cang – Cai Mep Thi Vai Terminal (TCTT) in Ba Ria – Vung Tau, and Tan Cang Hiep Phuoc (TCHP) Port in HCMC. The port will support shipping lines and customers to work with customs authorities to carry out procedures to quickly apply change of port of discharge (COD) procedure. –          Shipping lines to provide 2-weeks forecast of import laden and empty containers for port to plan. Depending on the level of container backlog and the specific situation, Tan Cang Cat Lai Port may apply the quota of imported goods on each service route. If the number of containers stockpiled at the port reaches the maximum capacity, Tan Cang Cat Lai Port will have to stop receiving vessels. Suez Canal Blockage & Its Effects To Global Shipping

Although the Suez Canal blockage incident in late of March and early of April has been resolved and the global arterial traffic has been through, however, the chain reaction to the global shipping has just begun to appear. Some of the obvious affects are listed below: 1. To sea shipping: Port congestion Now that the canal has reopened, cargo vessels passing through the waterway will likely arrive at their destinations too close together due to being off schedule. This can cause vessel bunching and congestion at major ports such as Rotterdam and Antwerp. Although most of the cargo flowing through the Suez Canal moves from Asia to Europe, a remarkable volume of Southeast Asian (Vietnam included) and Indian goods come to the U.S. East Coast via this route as well. Major U.S. ports such as New York will therefore also be hit with congestion as imports begin to arrive. Container imbalances: Due to the affect from Suez Canal blockage, the shortage of empty container availability has been an ongoing issue in Asia as demand from both the U.S. and Europe remains high. Cargo ships blocked at Suez are unable to return empties to Asia on schedule and filled containers will be further delayed as ports in Europe and the U.S. work through bottlenecks are some of main reasons causing the imbalance between container supply and demand in the market this period. In the end of March, Maersk shipping company announced the suspension of booking on the online platform, as well as suspending for short-term contract bookings in the first week of April, and for some other regions in the near future due to the impact of container shortage. Impact on vessel schedule: Delayed cargo ships are expected to omit or cancel sailings in the coming days and weeks to bring their schedules back in order, as well as need to re-structure their vessel for new US season from 1st May. These structural blank sailings will negatively impact capacity, in this case, possibly as much as 20%-30% over the next several weeks, leading to the result of shortage space on ship. Impact on oil prices and shipping rates: Around 10% of total seaborne oil trade is estimated to pass through the Suez waterway. On a daily basis, it’s close to 3 million barrels per day. Suez’s also a key route for oil tankers going to and from the Middle East (connecting Europe, the Middle East and Asia.) This blockage incident has a significant impact on oil prices, and at the same time makes the freight rate increase significantly. 2. To air shipping: The decrease in transport capacity: The Suez blockage incident is not only impact on sea shipping, but also has many negative consequences for other transportation methods. Freight forwarders and shippers begun to consider other transportation modes, and airfreight in particular; making the already shortage capacity due to the impact of the Covid-19 epidemic more and more stress and difficulty. High airfreight rates: Increasing demand for air cargo services along with shortage capacity lead to the high cost from airline. From beginning of April, there appears to be no end in sight for soaring air freight prices. Conclusion Most of the transport routes from sea to air are facing a shortage of available empty container, spaces, skyrocketing freight rates… and this situation is definitely impossible to end in the short term. During this difficult period, Vantage still has available containers, spaces and means of transport for customers when needed, this is the effort and consensus of the whole Vantage staff. However, it would be a deficiency not to mention that in order to obtain bookings at competitive and reasonable prices for customers, Trade Managers and members of each trade of the OPS department have tried their best and relentless efforts, especially during this difficult time. Each booking – that helps customers to import/export their goods in-line with their schedule – is the silent contributions of the OPS staffs to the success of customers, also a contribution to the Mission of Vantage Logistics is to provide our partners/customers highest possible service level, with continuous improvement on quality and cost....

Launching A Direct Container Shipping Route From Qui Nhon To China And Northeast Asia, Vantage Contributes To Solutions Of Developing Import-Export Economy For Northern Cambodia, Southern Laos And The Central and Highland of Viet Nam

China, a country of more than 1.4 billion people, has a huge demand for fruits, of which tropical fruits are accounting for 30 million tons/year while Bananas take 50% of these, about 15 million tons/year. Previously, China’s main tropical fruit growing areas were Yunnan, Hainan, Western Guangdong, and Guangxi provinces. Recently, due to climate change, culturing areas in China have been shrinking and could only be harvested in the summer. In order to meet consumer demand, China had to switch to growing crops or buying tropical fruits from Southeast Asian countries, of which Vietnam, Laos, and Cambodia are the major suppliers because of good soil and planting. These fruits suit Chinese consumers’ tastes, and are geographically advantageous, so the transportation costs are quite suitable. Dragon fruit, jackfruit, etc… are also the main export fruits to China Regardless of this, the export of fruits to China by Vietnam – Laos, and Cambodia is challenging though, especially during the 19 COVID season. The first difficulty is the transport route. Since Cat Lai port, Ho Chi Minh City holds major container cargo volume, especially reefer containers, all of the goods go through Cat Lai port causes continuous congestion and only a small incident like a ship missing her berth schedule 1-2 days, a collision in the channel immediately create big congestion which makes the entire operations delay, trucks, barges, vessels cannot load/discharge being under detention and cannot perform the next trip, causing the sequential effect to harvest, shipping, export plan… while fruits are perishable commodities that need fast delivery. The second difficulty is the transportation distance. For planting areas nearby Ho Chi Minh City such as Mekong Delta or central – southern Cambodia, transporting to the port of HCMC is relatively close, but for the Highlands and Central areas of Vietnam, northern Cambodia or Southern Laos, transport to Cat Lai port will be several hundred km further than to other port in the Central, and this distance must be doubled due to two-way transportation: take empty containers to planting areas to load, and return laden containers back to the port for export. The third difficulty is the cost. Of course, a longer distance will definitely take a longer travel time with a higher cost, adding to that, congestion in port insert a lot of idling time in a round trip. When vehicles cannot optimize the operation, obviously transportation costs will be high. During the epidemic season, governments impose a lot of methods to control and prevent the virus spreading, including the limit of time to cross the border every day, health control stops to check driver’s temperature and document, regulations on personal protection equipment, banning drivers and customs agents to cross the border,  helping to protect health for personnel but on the other hand, there are many difficulties in trading activities. After several months providing logistics solutions for the fruit market, Vantage immediately made many adjustments and reorganized the supply chain to help fruit producers and exporters reduced logistics costs from 8 to 15%, increased the competitiveness of Southeast Asian fruits in the China market. Specifically, Vantage has boldly signed a guarantee to ensure the minimum volume for shipping lines to bring ships and provide direct service from Quy Nhon port to China with the transit time of only 6-11 days (compared to the current transshipment service which takes from 13 to 23 days). Besides, Vantage had actively proposed to customers to re-allocate the agricultural materials supply area to optimize the transport of agricultural materials and fruits. Vantage has invested in refrigerated container yards and lifting equipment at the main border gates of Hoa Lu, Le Thanh, Bo Y to shift containers between vehicles quickly and safely. Moreover, Vantage has also invested and managed a multi-owner truck-fleet to serve across Vietnam – Laos – Cambodia route starting from 200 units and will increase to over 1,000 units in the future, meanwhile, we mobilized skilled drivers to neighbor countries, accepted their national requirements of quarantine regulations to ensure that goods flow smoothly during the Covid-19 period. Thanks to the enthusiasm, extensive knowledge, good practical knowledge, high determination and active cooperation of customers, especially Hoang Anh Gia Lai Group, port partners, especially Quy Nhon port, truck owners, shipping lines… the first voyages always exceeded the committed volume by nearly 100%, demonstrating the effectiveness of the solution, all participating partners were satisfied. The direct service from Qui Nhon Port to China opening up prospects for even more success for the business as well as increase the competitiveness of Vietnamese fruits exporting to China market From this success, this new and efficient transport route has attracted many other import and export customers in the Central and Highlands, Northern Cambodia and Southern Laos, not only between Vietnam – Laos – Cambodia, and China but also other Northeast Asian countries. Manufacturers and traders of fertilizers, agricultural materials, wood chips, wood pellets, tapioca starch … are very excited because the transport time is significantly reduced compared to the previous period, and the cost also significantly reduced, opening up prospects for even more success for the business. As for Vantage, we are still working day and night finding better, more advanced, and more beneficial solutions for our customers, because our customers’ success is our success.
