Philippines Cancels Permit for Controversial 12,480-Metric-Ton Rice Shipment from Viet Nam

The Philippine Department of Agriculture (DA) said it had ordered the cancellation of the Sanitary and Phytosanitary Import Clearance (SPSIC) for a 12,480-metric-ton rice shipment from Viet Nam before the vessel arrived. The case involves reported discrepancies in rice specifications and an expired import contract, highlighting the risks that can arise when shipping schedules do not align with import requirements in the destination market. 1. Developments at the Port of Arrival According to the Philippine Department of Agriculture (DA) and the Philippine News Agency (PNA), the vessel MV Tay Son 2, carrying 12,480 metric tons of rice from Viet Nam, arrived at the Port of Davao on September 14, 2026. According to these sources, the vessel’s captain refused to submit the shipment for inspection by the Philippine Bureau of Plant Industry (BPI). On September 17, 2026, the vessel departed Davao before the matter had been resolved. Philippine authorities subsequently prevented the cargo from being unloaded at another location and brought the vessel to the Port of General Santos before ordering it to return to Davao for further handling. 2. Rice Specifications and Import Requirements The case involves two issues: reported discrepancies in rice specifications and the status of the import contract and permit. 2.1. Reported Discrepancy in Rice Specifications The importer, Planters Product, Inc. (PPI), reported a discrepancy between the purchase order and the specifications communicated for the shipment: Specifications under the purchase order: 25% broken rice Reported specifications for the shipment: 5% broken rice In agricultural trade, the percentage of broken grains is an important commercial specification. However, the discrepancy remains based on information reported by the importer and has not been confirmed by an official inspection, as the physical inspection process was not completed. 2.2. Expired Contract and Canceled Import Permit In addition to the rice specifications, the delivery timeline and the status of the import documentation were also highlighted by the DA: Estimated time of arrival (ETA): July 2026 Actual arrival: Mid-September 2026 According to the DA, the import contract had expired and the SPSIC had been canceled before the vessel arrived. The vessel’s arrival also coincided with the period when the Philippines was preparing for the wet-season rice harvest. According to published information, import policy during this period was also linked to efforts to limit downward pressure on domestic palay prices. Operational Note: Even when goods meet quality requirements, a shipment may still face customs clearance difficulties if it fails to meet import requirements or if the relevant permit is no longer valid. 3. Proposed Measures for Handling the Shipment According to published information, the Bureau of Customs of the Philippines (BOC) was still considering the final course of action for the shipment. The proposed measures included: Proposed Measure Proposing Authority / Status Return to the Country of Origin The BPI was reported to have recommended returning the shipment to Viet Nam. Seizure and Penalties The DA proposed considering seizure of the shipment and the application of penalties under relevant regulations, subject to the competent authority’s findings and decision. Final Decision The BOC was reviewing the official course of action for the shipment. 4. Conclusion The controversial rice shipment in the Philippines highlights how international trade depends not only on product quality and contractual terms but also on shipping schedules, the validity of import documentation, and regulatory requirements in the destination market. When these elements are no longer aligned, shipments already in transit may face unexpected complications during arrival and customs clearance. ASEAN–East Asia Trade Reaches USD 1.4 Trillion, Up 13.7% in 2025

According to preliminary data from the ASEAN Secretariat, two-way trade between ASEAN and its three East Asian partners (China, Japan, and South Korea) reached USD 1.4 trillion in 2025, representing a 13.7% year-on-year increase. Notably, China–ASEAN trade continued its upward trajectory in the first seven months of 2026, underscoring a sustained expansion in cross-regional trade volumes worth monitoring. 1. Regional Trade Volume and Foreign Direct Investment (ASEAN+3) Trade and investment flows between ASEAN and its three East Asian partners maintain a substantial footprint. In 2025, Foreign Direct Investment (FDI) inflows from China, Japan, and South Korea into ASEAN totaled USD 44.8 billion. Key ASEAN–East Asia Trade & Investment Indicators Indicator Value Growth / Share ASEAN – (China, Japan, South Korea) Trade in 2025 USD 1.4 Trillion Up 13.7% vs 2024 FDI from 3 East Asian Partners into ASEAN in 2025 USD 44.8 Billion Accounted for 18.2% of total ASEAN FDI China – ASEAN Trade (First 7 Months of 2026) USD 744.41 Billion Up 24.7% year-on-year The scale of merchandise trade and investment capital highlights the vital economic linkage between East Asia and Southeast Asia. However, assessing actual freight demand requires a granular evaluation of specific commodity structures, export-import markets, and active transport corridors. 2. Direct Impacts on Transport Networks and Logistics Infrastructure Expanding trade volumes underscore the critical role of regional transport connections. Depending on industry-specific cargo characteristics and delivery requirements, flexible logistics solutions are being actively deployed: Intra-Asia Ocean Freight Connections: For multi-leg shipments, vessel schedule reliability, transit times, and feeder network connectivity are pivotal factors for supply chain managers. Major gateway hubs such as Shanghai, Ningbo, Busan, and Yokohama maintain dense feeder linkages with Southeast Asian ports within ocean carrier networks Integrated Logistics and Multimodal Transport: Depending on lead-time sensitivity, combining ocean freight, Cross-Border Trucking, and inland warehousing offers expanded routing options. Real-world operational efficiency hinges heavily on border crossing clearance times, transit schedules, and the coordination capability of the logistics operator Rules of Origin (C/O) and Customs Compliance: When leveraging Free Trade Agreements such as RCEP, AKFTA, or AJCEP, enterprises must accurately determine rules of origin and prepare compliant documentation to qualify for preferential tariffs. Duty exemption eligibility depends on the specific conditions of each product line and destination market 3. Monitoring Southeast Asian Trade Dynamics and Logistics Connectivity Expanding trade and investment flows reflect an increasingly integrated economic relationship between East Asia and Southeast Asia. This growth in cross-border trade creates momentum for expanding logistics connectivity, helping strengthen supply chain coverage across the region.   Contact Vantage Logistics for tailored transport solutions and competitive quotations. SINGAPORE STRENGTHENS PRODUCT SAFETY CONTROLS: WHAT VIETNAMESE EXPORTERS NEED TO KNOW

Singapore is strengthening its product safety controls through two key regulations: the Consumer Protection (Safety Requirements) Regulations (CPSR) and the Consumer Goods (Safety Requirements) Regulations (CGSR). For exporters, these requirements go beyond product compliance. They can also affect delivery schedules, logistics costs, and supply chain reliability. 1. Singapore Strengthens Product Safety Requirements According to information published by Vietnam’s Ministry of Industry and Trade, Singapore applies two main regulatory frameworks for product safety. – CPSR: Covers 33 categories of controlled goods, including electrical and electronic products, household appliances, and gas appliances. Products within scope must meet applicable safety requirements, complete registration, and carry the SAFETY Mark before being supplied or sold in Singapore. – CGSR: Covers general consumer goods such as toys, clothing, furniture, and sports equipment, which must comply with the relevant safety standards. Non-compliant products may be subject to sales restrictions or recalls. Businesses that violate applicable requirements may also face penalties. For exporters, checking compliance requirements before shipment is essential. Addressing documentation or registration issues early can help avoid costly adjustments after cargo has already left the port of origin. 2. Potential Impact on Southeast Asia’s Trade and Logistics Singapore plays an important role in Southeast Asia’s trade and logistics network. Tighter product safety controls may require exporters, importers, and distributors to review their procedures for placing goods on the Singapore market. Several potential risks deserve attention: – Delivery delays: Incomplete documentation or missing certificates may affect cargo acceptance and delivery schedules. – Additional logistics costs: Delays in resolving compliance issues may lead to storage, port handling, or additional transportation costs. – Disrupted distribution plans: Late deliveries can affect inventory planning, distribution schedules, and commitments to business partners. These requirements do not automatically apply across all ASEAN markets. However, they highlight the importance of understanding the specific regulations of each destination country when planning regional trade and distribution. 3. What Should Vietnamese Exporters Prepare? For Vietnamese businesses exporting to Singapore, compliance checks should take place before shipment arrangements are finalized. Exporters should determine whether their products fall under CPSR or CGSR, verify the applicable safety standards and registration requirements, and clarify responsibilities with their Singaporean importers. Documentation preparation should also be factored into the shipping schedule. If an issue is discovered only after cargo arrives at the destination port, businesses may need to manage several challenges simultaneously, including delivery delays, additional costs, and changes to distribution plans. A reliable shipping plan therefore involves more than selecting the right route or sailing schedule. It also requires anticipating potential obstacles before the cargo reaches its destination. 4. Managing Risks Through Early Planning Not every risk in international shipping can be eliminated, but many disruptions can be reduced through early preparation. Reviewing cargo information, documentation, shipping schedules, and destination requirements helps all parties make better-informed decisions. For shipments to Singapore, close coordination among exporters, importers, agents, and logistics providers helps maintain visibility over shipment readiness, address changes, and adjust plans when necessary. At Vantage Logistics, international transportation planning takes into account the practical requirements of each shipment and the coordination needed among relevant parties. This approach helps businesses manage potential disruptions and maintain better control over delivery schedules. As market requirements evolve, careful preparation does more than protect an individual shipment. It also helps businesses maintain reliable supply chains and build lasting partnerships across international markets.

VANTAGE LOGISTICS CONTINUES TO ADVANCE THE 17 UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS (17 SDGs)

In an era defined by environmental, social and economic challenges, Vantage Logistics reaffirms its long-term commitment to building a modern, efficient and future-friendly logistics ecosystem. The year 2025 marks a critical juncture — the global community is entering the decisive phase to achieve the 17 Sustainable Development Goals (SDGs) set by the United Nations. With only five years remaining before the 2030 deadline, the world faces unprecedented development challenges, including climate change, inequality, financial instability and resource scarcity. According to the 2025 SDG Progress Report, only 35% of targets show clear advancement, while 18% are regressing. This underscores the urgent need for stronger, more coordinated action from both governments and businesses worldwide. THE 17 SUSTAINABLE DEVELOPMENT GOALS (17 SDGs)  Since 2015, Vantage Logistics has aligned its business strategy with the 17 SDGs, embedding sustainability, social responsibility and long-term community value into its operations. As a key player in the logistics sector – a critical link in the global supply chain – Vantage actively drives initiatives such as carbon emission reduction, digital transformation, workforce development and community engagement, contributing to the realisation of the following goals: 1. GOAL 1 – NO POVERTY – END POVERTY IN ALL ITS FORMS EVERYWHERE End poverty in all its forms everywhere Viet Nam has made remarkable progress in poverty reduction over the past 30 years. To further this effort, the government launched the National Target Program on Sustainable and Inclusive Poverty Reduction (2021–2025) under Decision No. 90/QĐ-TTg (2022). This achievement reflects improved living conditions for millions and lays the foundation for narrowing income gaps and promoting inclusive growth. 2. GOAL 2 – ZERO HUNGER Achieve food security and promote sustainable agricultureOnce a food-insecure country, Viet Nam has become one of the world’s leading rice exporters. The Prime Minister issued Decision No. 804/QĐ-TTg to establish the National Steering Committee for the “Zero Hunger” Action Program (2014–2025).Since then, economic and social infrastructure in poor regions, especially in rural, mountainous, and ethnic minority areas, has received strong investment. Income and living conditions have gradually improved, moving closer to the minimum living standard. 3. GOAL 3 – GOOD HEALTH & WELL-BEING Ensure healthy lives and promote well-being for allThis goal aims to ensure healthy lives and promote well-being for all at all ages. Viet Nam is working to end preventable child deaths, control AIDS, tuberculosis, malaria, waterborne and non-communicable diseases, and reduce traffic accidents and substance abuse. Resolution No. 20-NQ/TW (2017) affirms the commitment to improving life expectancy, health, physical stature, and quality of life. All citizens are entitled to equal protection, care, and access to health insurance. 4. GOAL 4 – QUALITY EDUCATION Ensure inclusive and equitable quality education for allViet Nam ranks among the top 40 countries with general education comparable to OECD standards, top 70 in higher education, and around 90th in vocational training. According to the World Bank (2020), Vietnam’s Human Capital Index for education ranks 15th globally, on par with New Zealand, the Netherlands, and Sweden.Key education indicators: 99% of 6-year-olds enrolled in Grade 1 92.08% completion rate for primary education – among the top in ASEAN In SEA-PLM 2019, Vietnamese primary students ranked top in ASEAN in Reading, Writing, and Mathematics Quality education plays a crucial role in fostering human development, reducing regional disparities, and enhancing adaptability in a modern, dynamic society. 5. GOAL 5 – GENDER EQUALITY Achieve gender equality and empower women and girls The proportion of women in the Quốc hội Việt Nam reached 30.26% in 2021, higher than the global average. In 2022, 69% of women participated in the labour force – one of the highest rates in Asia. Việt Nam has maintained a low gender gap in education and healthcare. The Government has enacted the Law on Gender Equality and the revised Law on Domestic Violence Prevention and Control, while implementing programmes that support women’s entrepreneurship, leadership, and access to finance. Gender equality is a driver of social development, enabling the effective utilisation of a diverse and innovative workforce. 6. GOAL 6 – CLEAN WATER & SANITATION Ensure access to clean water and sanitation Viet Nam is actively advancing Goal 6 with strong support from the government and international partners. Numerous programs have been launched to ensure access to clean water and safe sanitation, especially in rural and disadvantaged areas. The government issued Resolution No. 136/NQ-CP to promote sustainable development through improved water infrastructure, sanitation systems, and public awareness. Clean water and sanitation are not only basic human needs but also play a critical role in protecting public health, reducing disease, and improving quality of life – contributing to both community well-being and environmental protection. 7. GOAL 7 – AFFORDABLE & CLEAN ENERGY Ensure access to sustainable and modern energy By 2022, 99.7% of Vietnam’s population had access to electricity, including over 99% in rural areas. Renewable energy accounted for approximately 30% of total power capacity, including solar, wind, and small-scale hydropower. To advance energy transition and promote sustainable development, the Prime Minister of Viet Nam issued Decision No. 622/QĐ-TTg on the National Action Plan and Decision No. 681/QĐ-TTg on the Implementation Strategy. Expanding clean energy helps reduce emissions, enhance energy independence, and drive green economic growth. 8. GOAL 8 – DECENT WORK & ECONOMIC GROWTH Promote sustained, inclusive and productive economic growthTo advance SDG 8, Viet Nam has shown strong commitment to tackling unemployment and promoting decent work. The government issued Resolution No. 136/NĐ-CP (2020), ratified 7 out of 8 ILO conventions, and implemented major labor law reforms. These efforts aim to expand employment opportunities, support the development of a modern market economy, and leverage national strengths to catch up with regional and global progress. 9. GOAL 9 – INDUSTRY, INNOVATION & INFRASTRUCTURE Build resilient infrastructure and foster innovationIn 2023, Viet Nam had over 1,400 km of expressways, with a target of reaching 5,000 km by 2030. Seaports, airports, and logistics hubs have been expanded to enhance both domestic and international connectivity. The Government is accelerating digital transformation, developing high-tech industries, and investing in R&D, which accounts for 0.5% of GDP. Public–private partnership (PPP) models are playing a key role in mobilising social capital, fostering green and sustainable growth. 10. GOAL 10 – REDUCED INEQUALITIES Reduce inequality within and among countriesViet Nam’s GINI coefficient – a key indicator of income inequality – remained at 0.373 in 2022. The poverty rate among ethnic minority households fell to 18.3% in the same year, reflecting steady progress in narrowing income disparities. The Government has implemented broad policies to support disadvantaged regions, expand social welfare, and improve access to education for vulnerable groups. These efforts contribute to building a fairer and more inclusive society. 11. GOAL 11 – SUSTAINABLE CITIES & COMMUNITIES Make cities inclusive, safe and sustainableVietnam’s urban population reached 41.7% in 2023 – rapid urbanisation is creating strong development momentum but also intensifying pressure on infrastructure, the environment, and climate resilience. The Government is implementing the National Urban Development Strategy, focusing on the development of smart cities, green spaces, and modern public transport systems. Major cities such as Ha Noi, Da Nang and Ho Chi Minh City are adopting integrated planning approaches to build more sustainable, liveable, and climate-adaptive communities. 12. GOAL 12 – RESPONSIBLE CONSUMPTION & PRODUCTION Ensure sustainable consumption and production patternsIn Viet Nam, approximately 70% of greenhouse gas emissions come from the energy, manufacturing, and consumption sectors. To address this challenge, the Government has introduced the Green Growth Strategy and the Circular Economy Action Plan 2021–2030, encouraging businesses to upgrade technology, recycle and reuse resources, and reduce waste.Notably, Extended Producer Responsibility (EPR) regulations have come into effect, requiring companies to actively participate in the collection and treatment of post-consumer products. These measures support the transition towards a resource-efficient, environmentally responsible, and sustainable economy. 13. GOAL 13 – CLIMATE ACTION Take urgent action to combat climate changeViet Nam is among the 10 countries most severely affected by climate change. In 2023, economic losses from natural disasters were estimated at VND 10 trillion, with millions of people impacted by floods, droughts, and saltwater intrusion. The Government has pledged to achieve net-zero emissions by 2050, while implementing the National Climate Change Strategy and the National Adaptation Plan to 2030. Key initiatives include investments in renewable energy, disaster risk management, and enhanced early warning systems. 14. GOAL14 – LIFE BELOW WATER Conserve and sustainably use ocean resourcesViet Nam has a coastline of over 3,200 km, playing a strategic role in economic development. However, 60% of nearshore coral reefs are degraded, and an estimated 0.28–0.73 million tonnes of plastic waste enter the ocean each year. To address this, the Government has enacted the amended Environmental Protection Law and the National Action Plan on Ocean Plastic Waste to 2030, aiming to reduce 75% of marine plastic waste. In parallel, marine biodiversity conservation, expansion of coastal protected areas, and promotion of a sustainable blue economy are being implemented to safeguard marine resources for future generations. 15. GOAL 15 – LIFE ON LAND Protect, restore and promote sustainable ecosystemsViet Nam ranks among the 16 most biodiverse countries in the world. However, according to the 2023 report by the Ministry of Agriculture and Rural Development, natural forests continue to face mounting pressure from economic development and climate change. While the forest coverage rate reached 42.02% in 2023, the quality of many critical ecosystems has declined. To address this, the Government has rolled out the National Biodiversity Strategy to 2030, with a Vision to 2050, focusing on conserving special-use forests, restoring degraded ecosystems, and strengthening forest protection measures.Community-based forest management, reforestation initiatives, and mangrove restoration programmes are helping to maintain ecological balance and safeguard terrestrial natural resources. 16. GOAL 16 – PEACE, JUSTICE & STRONG INSTITUTIONS Promote peaceful and inclusive societiesAccording to the World Justice Project Rule of Law Index 2023, Viet Nam ranked 86th out of 142 countries, reflecting steady progress in administrative reform, transparency, and the efficiency of public institutions. The Government has advanced digital transformation in public administration, expanded online public services, and enhanced citizen feedback and oversight mechanisms.Key national programmes on anti-corruption, judicial reform, and law enforcement capacity building are being implemented to foster a fair, stable, and trustworthy governance environment. 17. GOAL 17 – PARTNERSHIPS FOR THE GOALS Strengthen global partnerships for sustainable developmentGoal 17 highlights the importance of building strong partnerships and global collaboration. Every individual and organization plays an active role in achieving the Sustainable Development Goals, helping to create a unified international community. This requires effective coordination and connectivity across: Finance, Technology, Capacity building, Trade Viet Nam actively engages in global initiatives such as JETP, green finance, and fair trade, while promoting public–private partnerships (PPP) to mobilize international resources and knowledge.Multidimensional cooperation is key to addressing global challenges and shaping a sustainable future. Global commitments only create real impact when translated into practical, measurable actions. For Vantage Logistics, sustainability is not a slogan – it is embedded in daily operations. Vantage Logistics – Action and Commitment Vantage Logistics chooses sustainable development not only for business benefits, but for the shared prosperity of society. US Government Shutdown: Global Supply Chains Face Rising Disruptions

Logistics operations to and from the US under growing pressure – Exporters advised to review transport plans On 1 October 2025, the United States Government officially entered its second shutdown of the fiscal year 2025, following the failure of Congress to reach a temporary budget agreement for FY2026. This event has immediately triggered widespread disruptions across the national logistics system, particularly at key import–export gateways such as Los Angeles and Long Beach ports, and major international airports. According to international carriers, critical bottlenecks are emerging across the transport network: Seaports: Container dwell time has risen by 15–20%, increasing the risk of cargo deterioration due to prolonged storage. Road transport: Severe driver shortages are hampering last-mile deliveries. Air freight: The Transportation Security Administration (TSA) and Federal Aviation Administration (FAA) are overloaded with procedures, leading to significant flight delays and congestion at major airports. This situation affects not only US domestic trade but also trans-Pacific supply chains, including Vietnam – particularly in key export sectors such as electronics, textiles, and agriculture. In response to these developments, Vantage Logistics advises exporters and importers to: Extend shipping buffer times to mitigate delay risks. Reassess transport routes and modes, especially for multimodal shipments. Prioritise urgent cargo and notify your logistics provider early for suitable coordination. Vantage Logistics remains committed to assisting businesses in optimising shipment schedules, diversifying routes, and maintaining reliable cross-border connections during this challenging period. Vantage Logistics – Flexible Operations Amid Market Uncertainty As a provider of international freight forwarding, customs brokerage, consolidation, and multimodal transport services, Vantage Logistics is implementing a range of support measures to minimise the impact of current supply chain disruptions: Adjusting alternative or suitable transport routes to avoid potential congestion and shipment delays. UNCTAD Warns Global Maritime Trade Growth in 2025 Will Slow To Just 0.5%

Enterprises must take proactive measures to cope with geopolitical tensions and rising logistics costs The United Nations Conference on Trade and Development (UNCTAD) released its latest report on 24 September 2025, projecting global maritime trade growth at only 0.5% – the lowest since the Red Sea crisis. This figure highlights the mounting pressures from regional conflicts, new tariff policies, and weakening trade demand. Key Drivers of Disruption Conflicts and maritime security risks: Shipping routes through the Red Sea remain disrupted, forcing vessels to detour around the Cape of Good Hope, significantly increasing voyage times and freight costs. Rising trade costs: The United States and several other major markets have imposed additional tariffs and port fees, destabilising global supply chains. Falling bulk demand: A slowing world economy has reduced demand for raw materials, directly impacting the bulk shipping market. Environmental pressures: Stricter carbon-reduction regulations require substantial investments in fleet upgrades and green technologies, driving up operational costs. Outlook 2026–2030: Signs of Recovery Average maritime trade growth of 2% per year. Containerised trade growth of around 2.3% per year. Global trade is expected to gradually stabilise as the maritime sector adapts to the new operating environment. Implications for Vietnamese Enterprises As a country heavily reliant on seaborne exports, Viet Nam must act quickly to adjust its logistics planning by: Diversifying shipping routes and partners. Optimising costs to maintain competitiveness. Safeguarding supply chain continuity amid rising risks. Vantage Logistics: Ensuring Supply Chain Stability Amid Global Uncertainty In this volatile environment, Vantage Logistics stands with our customers through: Strong capabilities in diversified sea freight and multimodal transport. FurniXport 2025: Enabling Vietnamese Furniture Exports to the U.S. – Logistics Is the Decisive Factor

The U.S. furniture market remains a key destination for Vietnam’s manufacturing sector, accounting for more than one-third of imported wooden furniture. As cross-border e-commerce continues to accelerate, Vietnamese businesses now have a direct pathway to U.S. consumers through digital platforms — yet not all are prepared to seize this opportunity. 1. Practical Steps for Vietnamese Sellers Success on e-commerce platforms requires much more than uploading products. A long-term commercial strategy is essential. US Imposes Sudden Tariffs on Furniture – Vietnamese Exporters Face Major Challenges

On 25 September 2025, US President Donald Trump announced a new round of import tariffs, scheduled to take effect on 1 October 2025. Key items affected include: Kitchen and bathroom cabinets: 50% tariff Upholstered furniture (sofas, chairs, etc.): 30% tariff Heavy-duty trucks: 25% tariff Branded or patented pharmaceuticals: up to 100% tariff, if entirely produced outside the US with no domestic manufacturing plan According to Reuters, the announcement immediately sent shockwaves through global financial markets: US and Asian stock indices fell, while the US dollar saw heightened volatility. Politico and AP News noted that the tariffs form part of President Trump’s “domestic production protection” strategy, while simultaneously adding significant barriers to global supply chains. Analysts warn that the policy will directly impact countries with high furniture export volumes to the US, including Vietnam – currently among the top five suppliers of furniture and cabinets to the American market. Vietnamese exporters are expected to face: Substantially higher costs due to elevated import tariffs Risks of contract renegotiation or cancellation by US buyers Potential loss of market share without timely adjustments to export strategies Vantage Logistics – Your Partner for US-bound ExportsIn a climate of rapidly changing policies, complex procedures, and unpredictable tariffs, Vantage Logistics acts as a vital bridge for Vietnamese exporters, delivering: Real-time updates on the latest trade and import duty regulations Strategic logistics and customs consulting tailored to each product category, helping businesses retain competitiveness Verification of product origin to ensure compliance with US requirements Preparation and review of US-standard documentation, minimising clearance risks Trusted customs brokerage services in the US, addressing clearance challenges promptly Optimised transport routes, balancing cost efficiency with delivery timelines Accurate HS code classification and professional support with port-related issues From planning and documentation to shipment execution and customs clearance in the US, Vantage Logistics is ready to accompany businesses at every step. The UAE’s New Advance Cargo Manifest Rules Go Live – What Shippers Must Know Before 15 September

From 1 September 2025, the United Arab Emirates (UAE) will introduce new Advance Cargo Manifest requirements via the Maritime Preload Cargo Information (MPCI) portal, managed by the National Advance Information Centre (NAIC) – all shipments bound for or transiting through UAE ports must comply with stricter data submission protocols. This is more than a procedural update. It’s a strategic overhaul aimed at enhancing cargo visibility, tightening risk controls, and aligning the UAE’s customs practices with global standards. 1. Who’s Affected? The new mandate applies to: Imports into the UAE – all shipments must carry advance manifest declarations Transshipments via UAE ports – even if goods are not destined for UAE delivery Freight Remaining on Board (FROB) – cargo passing through UAE ports without unloading 2. What’s Changing? At the heart of the new system is advanced data filing. Shipping lines, freight forwarders, and NVOCCs must submit detailed cargo information before the vessel arrives at UAE ports. A critical distinction now applies between: Direct Bill of Lading – issued directly by carriers to Beneficial Cargo Owners (BCOs) Master Bill of Lading – used when forwarders issue House Bills of Lading (HBLs); forwarders must register with NAIC, obtain a 7-digit MPCI code and include it in their submission. Important: Shipping lines are not authorised to file HBL data on behalf of customers. 3. Compliance Deadlines Matter Shipping Instructions (SI) must be submitted no later than 72 hours before the vessel’s ETD from the compliance load port – the final port of loading before sailing to the UAE. Missing this deadline can result in: Cargo being rolled, returned to origin or diverted Penalties imposed by UAE Customs Shipment delays and added costs for customers 4. Implementation Timeline Phrase Date Details Soft Launch 1 September 2025 NAIC begins monitoring submissions Go-Live 15 September 2025 Advance filing becomes mandatory Enforcement Early 2026 “No Doc, No Load” policy takes effect 5. Mandatory Data Fields SI submissions must now include expanded information: Bill number, issue date, and place of issue Ports of receipt, loading, discharge, transshipment, and final delivery Container and seal numbers Cargo description with HS codes Full party details: shipper, consignee, notify party, forwarders, agents Vessel and voyage details MPCI Party ID for both shipping lines and forwarders Consolidation details (if applicable) 6. What This Means for Your Business Compliance is non-negotiable. To avoid costly disruptions, businesses must: Register with NAIC – forwarders must obtain MPCI codes before filing HBLs Update SI workflows – ensure correct BL type declarations and complete data Plan earlier – documentation must be finalised well before the 72-hour cut-off Monitor compliance – especially for multi-leg or consolidated shipments 7. USTR Port Fees Disrupt Shipping – Vantage Logistics Stands with Customers

From 14 October 2025, the Office of the United States Trade Representative (USTR) will officially implement new port fees on vessels originating from China calling at US ports. This policy shift is creating significant turbulence in the international shipping market, directly affecting both costs and delivery schedules for businesses. USTR Implements New Port Fee Programme According to the USTR, the new port fee scheme will apply from 14 October 2025 to vessels owned, operated, or built in China: For the first 180 days, the fee will be set at USD 0 to allow for an adjustment period. Thereafter, charges will begin at USD 50 per Net Tonnage (NT) and gradually increase to USD 140/NT by 2028. Each vessel will be subject to a maximum of five charges per year when calling at US ports. For vessels only built in China, the fee will be calculated using the higher of two methods: net tonnage or container volume. The container-based fee will start at USD 120/container in 2025, rising to USD 250/container by 2028. The policy is designed to restrict the competitive advantage of Chinese vessels on the US trade lane. Strong Market Volatility As early as August 2025, several carriers withdrew China-built vessels from US services to avoid the new fees, triggering a surge in Asia–US freight rates. By 11 September 2025, rates eased again as carriers adjusted their deployment strategies. These fluctuations make it increasingly difficult for businesses to maintain schedules and control logistics costs. Industry experts predict continued volatility in the early phase of the new policy. Vantage Logistics: Helping Customers Navigate Change In response to these regulatory changes and market disruptions, Vantage Logistics is committed to supporting customers with tailored international shipping solutions, including: Advisory on transport strategies during the new fee implementation period. Alternative routing and carrier selection to reduce risks. Streamlined customs procedures to help maintain schedules and control costs.
