New Regulations and Guidance for Importers and Exporters to Follow in July 2026

14/07/2026

Following the implementation of several new regulations on July 1, 2026, additional circulars and implementation guidance have been introduced throughout July in the areas of customs administration and specialized import-export management. Importers and exporters should stay informed of these updates to ensure compliance during customs clearance.

  1. Circular No. 82/2026/TT-BTC: New Regulations on Duty-Free Business Management

Effective July 1, 2026, Circular No. 82/2026/TT-BTC introduces new requirements for the operation and management of duty-free businesses, with a stronger focus on digital management and technology-based supervision.

Key updates include:

  • Eligible businesses may self-declare their compliance with duty-free business requirements through the Customs Electronic Information Portal
  • Notifications relating to business operations, expansion, downsizing, relocation, or transfer of ownership of duty-free business locations are submitted electronically via the online public service system
  • Supervision is carried out through electronic data connectivity, camera surveillance systems, and risk management measures in accordance with the regulations

  1. New Customs Declaration Codes for Civil Cryptographic Products Effective July 13, 2026

To implement Decree No. 211/2025/ND-CP, the Customs Department has introduced new declaration requirements for imported and exported civil cryptographic products under the “Other Legal Document Code” field of the customs declaration.

Effective July 13, 2026:

  • Goods listed under the licensing requirements for civil cryptographic products must declare code QE
  • Goods not subject to licensing requirements must declare code KO
  • Where goods are also subject to other specialized management regulations, declarants must continue to declare the corresponding legal document codes as required

If the declaration is found to be inconsistent with the guidance, customs authorities may require amendments or supplementary declarations. For shipments that have already been cleared, the information may be referred to the competent authority for further review in accordance with applicable regulations.

  1. Circular No. 78/2026/TT-BTC: Updated Regulations on Handling Abandoned Goods in Customs-Controlled Areas

Effective July 1, 2026, Circular No. 78/2026/TT-BTC amends regulations on the handling of abandoned goods within customs-controlled areas.

Key updates include:

  • Revised timeframes and conditions for determining abandoned goods
  • Shorter notification periods for identifying cargo owners
  • Additional provisions on the allocation of costs associated with handling abandoned goods among the relevant parties

Businesses with cargo stored at ports, warehouses, or yards within customs-controlled areas should review these updated requirements to ensure compliance.
