Nationwide Standardization of Customs Office Codes Takes Effect from July 1
Using the correct customs office code is essential because it serves as the key input for the customs system to receive declarations, assign inspection channels, manage records, and monitor tax obligations.
Specifically, effective July 1, 2026, customs office codes will be adjusted for border-gate and non-border-gate customs offices that have been merged under the new organizational structure. At the same time, codes will be standardized in cases where multiple customs office codes currently exist for the same unit.
The Customs Department has issued an urgent official dispatch instructing Regional Customs Sub-departments to implement the nationwide standardization of customs office codes from July 1, 2026. Businesses are required to update their declaration codes to avoid procedural disruptions and customs clearance delays.

The adjustment of customs office codes applies to customs offices that have been merged under the new organizational structure, while also consolidating cases where more than one customs office code currently exists.
When businesses register import or export declarations or carry out related procedures such as tax payment, tax refund, or cargo management, the information will be recorded and processed based on the customs office code of the customs authority where the procedures are completed.
Using the correct customs office code is important because it is the input information used by the customs system to receive declarations, assign inspection channels, manage records, and monitor tax obligations. In addition to the code transition, the Customs sector has been instructed to review and resolve all pending and suspended declarations in the system before July 1, 2026.
To ensure a smooth transition, the Customs Department has instructed Directors of Regional Customs Sub-departments to proactively communicate with and guide the business community in updating the new code list, while providing support for any issues arising during the implementation process.
At the same time, customs units are required to review and completely resolve all pending and suspended declarations before the transition date. For declarations subject to cancellation, goods placed under preservation, or goods released under customs procedures, customs authorities are required to coordinate with businesses to complete the necessary procedures in accordance with regulations.
Cases that are not yet eligible for processing must be assigned to designated officers for continued monitoring and follow-up to ensure completion and prevent backlogs after the customs office codes are updated.
