Abolishing Decision No. 78/2010/QĐ-TTg - The new decision emphasizes strengthening tax management, eliminating the causes of trade fraud, and ensuring a healthy business environment for domestic enterprises. As we step into 2025, the express delivery industry is undergoing significant transformations, led by major companies such as FedEx, DHL, and UPS.


From February 18, 2025, Decision No. 78/2010/QĐ-TTg on import tax exemption for goods valued under 1 million VND sent via express delivery services will officially be abolished, following Decision No. 01/2025/QĐ-TTg recently issued by the Prime Minister.
  • Decision No. 78/2010/QĐ-TTg (November 30, 2010) allowed import tax and VAT exemptions for imported goods valued under 1 million VND.
  • Currently, 4-5 million small-value orders are imported daily from China through e-commerce platforms.
  • The VNACCS/VCIS customs declaration system has electronically processed more than 99% of procedures..
Abolishing Decision No. 78/2010/QĐ-TTg:
